Making the vast majority of farmers become citizens is the universal law of the world’smodernization. As the second largest economic entity in the world, China’s modern developmenthas entered a new stage of simultaneous industrialization, information, urbanization andagricultural modernization development, and the public issue of farmers has been put on theagenda. In China’s modernization process, the farmers’ citizenship, it is necessary to considerboth the orderly transfer to the cities public for farmers and the issue of farmers’ locallycitizenship. The former has been explored a number of successful experiences in practice andbeen constantly advanced, however, due to the huge number and particularity, the latter has notbeen paid much attention. Rural in China has vast territory and large agricultural population, the "three rural" issues have always been the biggest problem in China. Even annual urbanizationincreased by one percentage point,10years later, there will still be nearly500million farmersliving in the rural areas. Therefore, during the process of urbanization, to guide farmers realizecitizenship to make their living conditions meet citizens’ standard, to fully enjoy the equivalentpublic service, rights and civilized life, enjoy equal treatment of urban residents will greatlyenhance the living standards of farmers, and gradually narrow the gap between urban and ruralliving standards, accelerate the process of building a moderately prosperous society.As the forerunner of the national modernization and agricultural modernization, urbanizationin rural areas of Jiangsu Province has achieved remarkable results. Farmers’ income, livingconditions, water conditions, communication conditions, education standard, medical standardgaps with the citizens have gradually narrowed in Jiangsu Province, and provide valuableexperience in improving the level of farmer’s local citizenship. Based on such background, thepaper comprehensively applied empirical and normative analysis method, qualitative andquantitative analysis method and model analysis method, combined statistical yearbook andsurvey data, conducted comprehensive evaluation research, explored the general features and laws of farmers’ citizenship in order to enrich theoretical research and provide evaluation standard offarmers’ citizenship, and put forward countermeasures and suggestions to the new round ruralurbanization.Firstly, the paper stated the background, purpose, significance, research contents andmethods, sorted out literature review at home and abroad, and defined the basic concepts as wellas sort out the related theories. Mainly stated related theories of farmers’ citizenship, and tried todefine the concept of farmers’ citizenship. Secondly, the paper combined the development historyand advantageous conditions of farmers’ citizenship, utilized the statistical data of13prefecture-level cities in Jiangsu province, by building evaluation index system, comprehensivelyusing AHP method and main component analysis method to build evaluation model, planned todetermine the overall level of development of Jiangsu farmers’ citizenship, get the achievementsand shortcomings of its development. Thirdly, on this basis, looking for rational kernel from thetypical mode of the United States, Britain, Germany, Japan and Korea, and learn from thesuccessful experience. Finally, provide further countermeasures and suggestions of improving farmers’ citizenship in Jiangsu province, raise the level of public services, and promote theintegration of urban and rural infrastructure and social management; scientific planning andincrease investment, to promote farmers’ living in situ community; advance industry transfer, topromote farmers’ employment in situ nonfarm; deepen the reform of the land system, to promotefarmers’ citizenship in situ autonomy; perfect security system, to realize benefits of farmers andcitizen equality; emphasis on urban civilization, to promote farmers’ lifestyle modern; and so on.
