| In China’s rural areas, the traditional household providing for the aged has becomedifficult to adapt to the development of society for the impact of population aging andlabor mobility. What’s more, the social security for the aged is hardly to meet the need ofrural elderly. Both of this two facts make the problem of China’s rural old-age securityvery prominent. With the development of aging population and urbanization, thisproblem will become more and more serious, and it is very necessary to construct a ruralold-age security system in accordance with the actual situation of the rural areas. How tolocate the role of both household providing for the aged and society providing for theaged in the old-aged security system relates to the aged lives of rural residents andimpacts their ability and opportunities to economic participation. China’s rural old-ageissue forms in the urban-rural dual structure, and the government does not give fairtreatment in the pension problems of the urban and rural residents. Analysis the problemof rural old-age security in China in the perspective of inclusive growth can emphasizethe fairness of the rural old-age security system and pay more attention to theimprovement of the rural residents’ economic-participation ability and opportunity in thepremise of guaranteeing their lives in old age. This paper not only studies the role ofhousehold providing and society providing for the aged in meet the needs of ruralresidents, but also studies the effect of the two way in promoting fair, improvingefficiency and enhancing rural residents’ ability and opportunity in economicparticipation, which provides a new idea for the construction of the rural old-age securitysystem. And the family pension contribute to the maintenance of the intergenerationalexchange relationsChapter1mainly combs the concept of inclusive growth and rural old-age securitysystem. Chapter2analyzes the relevancy between inclusive growth and rural old-agesecurity, and on the base of analysing the unity of fairness and efficiency in the conceptof inclusive growth, pointes out that the both household providing and society providingfor the aged have their own fairness and can play a role in promoting economic growth indifferent ways: The intergenerational exchange relationship in the family will affect the children’s human capital formation, which would affect their income ability andeconomic growth. And the household providing for the aged contributes to themaintenance of this kind of relationship. Society providing for the aged would alsopromote economic growth if it can lead more human capital investment to the children.Chapter3reviews the development history of China’s rural old-age security, describesthe status of the elderly people’s lives in rural areas, and makes an analysis of ruralold-age security from the demand aspect and supply aspect, in which we focus on thecapacity in satisfying the elderly people’s need of household providing for the aged andsociety providing for the aged in the case of the rural elderly people’s need changed.Chapter4presents the policy recommendations for the development of China’s ruralold-age security, and points out that we should promote the development of societyproviding for the aged and explore new forms of household providing for the aged. |
