With the substantial increasing amount of state-owned assets in publicinstitutions, there happen great resource wastes frequently, such as, assetsover-allocation, idling and scrapping, selling something at less than its value, etc. Theprimary reason for these is the long-term effect of the idea of valuing budget butunderestimating management. In addition, the performance evaluation system ofstate-owned assets in China’s public institution is not sound. On assets management inforeign public sectors, theory research and actual operation both achieve remarkableachievements. However, the state-owned assets management in China’s publicinstitution is still weak. Given the above, build the performance of the state-ownedassets management system in China’s public institution is necessary in order torespond to changes of economic situations in the future.This article takes the form of combining theoretical and practical analysis toexpound the relevant theory of assets management and public institutionssystematically, and then define the conceptual category, and carry on the detailedanalysis for the problem of the state-owned assets management in China’s publicinstitution. In the next, taking the case of three hospitals in Shandong, it points outsome deficiencies and solutions by using balanced score card to set targets of hospitalperformance evaluation and applying entropy method to carry out data analysis.Finally, for the common problems in China’s public institution, this article putsforward corresponding measures on the state-owned assets management performancein China’s public institution and performance evaluation.
