Research On Risk Management Of Project Of Daqing Branch Of China Telecom Terminal Socialization

The current mobile communication network system in China is mainly divided intoGSM (3G version for the TD-SCDMA, WCDMA) and CDMA (3G version CDMA20001xEV-DO). China Mobile and China Unicom’s mobile communication network belongs to thetraditional GSM system while China Telecom’s mobile communication network belongs toCDMA system introduced in China later. In the early1990s, our country has introduced theGSM network and GSM mobile phone’s socialized operation began from then. The currentterminal industry chain has been quite mature. In2002January, our country has introducedthe CDMA network. Because the CDMA network and GSM network can not be shared theterminal, the customers must use special mobile phones---CDMA, causing the problem ofCDMA network terminal industry chain structure. The unsound terminal supply system hasbecome the major problem limiting the development of China telecom.This paper takes Daqing branch of China Telecom terminal socialized project as theobject to make the study of risk management. First, it clears the general concept of projectrisk management and telecommunication terminal socialization, expounds the definition,characteristics, main contents and influencing factors of Daqing branch of China Telecomterminal socialized project. It clears the purposes and organizations of the research of Daqingbranch of China Telecom terminal socialization on the project of risk management and carriesout the process design of Daqing branch of China Telecom terminal socialized project riskmanagement. It makes identification on Daqing branch of China Telecom terminal socializedproject and external risk. The risk mainly includes the control risk, policy risk, internalcompetition environment risk, social risk and external environment risk channel. On the basisof risk identification, it makes a risk assessment. The research works out the rate of riskfactors and the grade of loss causing by risk by using the method of questionnaireinvestigation; calculates the probability and influencing factors by the risk matrix and theExcel statistics software. Then we can see the main risk is management and socialenvironment. Therefore, there can be taken to tackle Daqing branch of China Telecomterminal socialized project risk by risk prevention, risk response and risk reserve measures. When we deal with the risk monitoring, we mainly try to do the risk control, risk warningmechanism, risk control and assessment and risk supervision and result control.The results of this study can not only help avoid and reduce the risk of Daqingtelecommunication terminal socialized project, but also guarantee to carry out the projectsmoothly. It can provide a reference for the implementation of risk management of othertelecommunication terminal socialized projects.
