With the intense competition brought by reconstruction of the telecommunications industry,3G era is coming. China Telecom operators are facing a new round of customer growth and business proliferation. At the same time the limited existing service resources will be occupied by a large number of low-end customer or a simple repetition of short-term customer, and business hall will be unable to deal with a lot of service requests from growing number of customers service requests, which resulting in Office can not effectively carry out experiential marketing, proactive marketing and sales consulting services. Therefore, self-service terminal has become the industry trends to deal with simple and basic business. But Self-Service Terminal construction project undertaken by China Telecom Cangzhou Branch is bearing much pressure, which affecting the success or failure of the project. And it’s necessary to do research on the risk analysis of China Telecom Changzhou Branch Self-Service Terminal construction project. This dissertation focuses on the potential risks faced by Cangzhou Branch of China Telecom during the process of building self-service terminal. Risk identification, analysis and assessment, risk response, risk monitoring and control were implemented with using of brainstorming and expert interviews in this dissertation. The results shows:the external environment, products, technology, financial, progress, safety, management, etc.31 key risks for China Telecom Cangzhou Branch. More than 60% of the experts proposed a list of risks included in risk identification, to focus on. Further analysis and evaluation based on probabilistic methods for this project were carried out in this dissertation, A risk score showing the importance of the risks was calculated:higher the risk score the more important it is. "Self-service terminal building risk assessment list" and "self-service terminal operational risk assessment list" were given in this dissertation as the Risk analysis results. Corresponding response plans for China Telecom Changzhou Branch to deal with the external risks, product risks, schedule risks, security risk, technical risk, financial risk, operational risk and systemic risk arising in the process of Self-Service Terminal building were given thoroughly in "self-service terminal construction risk response plans List" and "self-service terminal list of operational risk response plans". During the process of the project construction, the risk may increase or decline, or converted to other risks, therefore, it’s necessary to monitor the risk of development and changes in the implementation process. Monitor activity should be started along with the process of the project. Make it clear that who is responsible for monitoring the implementation according to the nearest principle. Determine the risk control mechanism, and to develop contingency plans. If a proper solution can not be found in list of the pre-planning and response methods, administrators, network managers should not handle their own, but should report to the venue manager or Department manager, or to the manufacturers for technical support. At the same time a reporting mechanism for risk control information should be established and kept the channels open-up.
