Financial Management Problems And Countermeasures Of Zhengzhou H Institution

At present, the state-run institutions in our country are experiencing the transformation from functional to service-oriented, managed and performance-based type. As the most important aspect in the management of state-run institutions, the level of financial management will directly affect the performance of the functions of the state-run institutions. However, Due to the long-term impact of the system, concepts and its properties, there are still many problems in the financial management. Such as lax management, unclear responsibilities and rights, inefficient use of funds, idle or even loss of state-owned assets. In this case, a case study of financial management of the state-run institutions and propose solutions has the reality significance.In this paper, H institution is the object of the study, research methods are literature summarization and case analysis, and theoretical tools are the theory of financial management goal and the Centralization and decentralization theory of Simon. This paper is organized as follows:Chapter one is introduction, which discusses thesis background, selection significance, domestic and foreign research status, ways of research and the relevant theoretical tools.Chapter two introduces the basic situation and the financial management problems of H institution. Which mainly include the accounting foundation is weak, the budget management level is low, the internal management control is lack and fund-raising is too dependent on financial allocation.Chapter three finds out the root causes, through analysis of problems existed in Hinstitution.Chapter four put forwards appropriate countermeasures in accordance with the relevant theoretical tools, to solve financial management problems of H institution. In the proposed countermeasures, the paper introduces some methods of enterprise financial management, and puts forward its own views on the internal control and funding.
