As a property insurance company’s first business type, motor vehicle insurance plays a decisive role in its business structure. Motor vehicle insurance business management quality directly affects the property insurance company’s profit and development. In recent years, with the rapid development of motor vehicle insurance, its functions of decentralized management of road traffic safety risk and compensation for economic loss are becoming increasingly prominent As a professional, market-oriented means of risk management, motor vehicle insurance is gradually accepted and recognized by consumers. However,motor vehicle insurance is influenced by the early ideology of "heavy coverage, light claims" and "heavy business, light service". So motor vehicle insurance claims difficulty problem exists for a long time, such as slow speed, low service level, drag pay claims, but lost, unreasonable exclusions and other problems. These problems seriously damage the interests of consumers, raise social strong concerns about the insurance claims, and become an important factor that restricted the insurance faith constructioa Therefore, making a comprehensive study of control vehicle insurance quality problems undoubtedly has the theoretical and practical significance.The imbalance between input and output exists for a long time in the motor vehicle insurance business. Although the insurance company takes a series of measures to promote service ability of insurance claim, the claim inefficient situation has not been fundamentally changed. Motor vehicle insurance’s claims difficulty problem has caused wide public debate and questioning, and also attracted the attention of the supervision department Therefore, to improve the efficiency of insurance claims and solve the problem of vehicle insurance claims is necessary and imperative.The motor vehicle insurance of XX Insurance Company Henan branch has developed rapidly and became larger, higher coverage, staffing complete in recent years.The main business indicators to maintain the lead ing position in Henan property insurance market This company’s motor vehicle insurance claim mainly take the "focus+authorization" mode, the management authority is centralized to the corporation and the provincial company, the service is extended to the three and four institutions. Its claim process and settlement system based on the mobile communication technology is representative in the industry, however, its claim is not high efficiency. Through a comparative analysis of the company claims efficiency changes of CIRC proposed to strengthen and improve the insurance service in2011,we can find out this phenomenon:the compensation cost is relatively stable, the cost rate increases continuously;case claim processing cycle too long, the types of cases proportion change; new insurance business loss rate is high, reinsurance service quality is tow; the renewal rate is reduced, increasing the number of customer complaints. These phenomena indicate that the insurance cost in the control of the property insurance company insurance leads to a long claim processing cycle long, the controversia1loss price, resulting in reduced renewal rate and increased the claims of complaints.From the factors of restricting the efficiency of motor vehicle insurance, the laxu nderwriting process,unreasonable claims personnel allocation, unsmooth claim proces s, relaxed personnel injury control system, insufficient business outlets determines the insurance efficiency is low; while uncooperative insured, inconsistent standards, risin g insurance payments, regulatory deletion and industry supervision are the external in fluences that affect efficiency of insurance claims.Therefore, some countermeasures are proposed to improve the efficiency of insurance claims. This paper suggest property insurance company take these measures to improve claim efficiency:to control underwriting risk and reduce cost; to optimize the allocation of human resources and improve the quality of the Claims Officer; to optimize the claims process and simplify the claims procedure; to introduce high technology and perfect auxiliary equipment; to innovative means of supervision and improve the solvency of claims;to promote standardization construction and strengthen the disclosure of information; to strengthen the positive publicity and improve the living environment.
