Low-carbon development is a low energy consumption, low pollution, low-emission and energy-efficient, high-efficiency and high effectiveness (low height) as the main feature of the new economic development for greater output with less greenhouse gas emissionsmode, is a global revolution involved in the production of the mode of life and consumption patterns, values and national interests. Frequent warnings of climate disaster, making this global environmental problem of climate change gradually rise to the biggest focus of concern for the international community to accelerate the face of the deepening of industrialization and globalization. Widespread concern by domestic and foreign experts and scholars in the global response to the worsening climate of the times background, low-carbon development. The issue of climate change has been more and more immersed in the field of economic, political, trade and diplomacy, international relations and the process of globalization can not be bypassed quantitative. Therefore, the study of the problem of low-carbon development, has important practical significance.Currently, under the grim situation in the global climate change crisis, the energy crisis and the financial crisis superimposed low-carbon development is gradually become the consensus of the international community. However, the current academic research on the issue of low-carbon development, although summarizes explore a lot of experience, but on the whole still in its infancy, there is no system theory. Especially little guide low-carbon development in poor mountainous areas of theoretical writings. Guangyuan of this article to set the old revolutionary base areas, remote mountainous areas, contiguous poor areas and earthquake disaster area "for the object, the use of sustainable development, ecological footprint theory, depth profiling studies."5·12" Wenchuan earthquake, the influx of a large number of reconstruction funds quake-hit Guangyuan, for development into a strong kinetic energy. The face of the significant opportunities for development, it is very crucial to choose what kind of development ideas. I believe that, such as Guangyuan underdeveloped areas both can not take the old path of pollution first, treatment, and not standing still, slow development and transfer payments to get by and waited for the country. Guangyuan standing height to speed up the transformation of economic development mode, innovative ideas, bold attempt, first proposed in the reconstruction process and practice take low-carbon reconstruction low-carbon development path. The past few years, Guangyuan disaster reconstruction low-carbon characteristics highlight prominent low-carbon-oriented industrial structure, obvious characteristics of low-carbon energy system, lifestyle low-carbon concept establish economic strength has increased markedly, the urban and rural areas a new look, the infrastructure is improving, social undertakings flourishing ecological environment more beautiful. Guangyuan has won "China is on the contribution to the city" and the country’s first batch of "low-carbon development of outstanding contributions to the City" title. Practice has proved that the Guangyuan promote low-carbon development and broad prospects, promising.Bold exploration and practice of Guangyuan low carbon development path of low-carbon development, underdeveloped areas to explore with the first demonstration of significance.Combing Guangyuan low-carbon development status based on, learn from the development experience of Baoding, Chengdu, Chongqing and other places, and assessment of low-carbon cities standard system with the Chinese Academy of Social Sciences, evaluation and analysis of low-carbon development level of Guangyuan, sum up experiencesproposed low-carbon development proposals, in order to provide a useful reference for other low-carbon development.
