During the process of economic globalization, the transformation of state-owned enterprises will be focused on specialized technology, professional personnel and internationalized operation, human resources has become the key factor for the development and even the survival of the state-owned enterprises in China. At the same time, the allocation of human resources in state-owned enterprises, which aims to improve their competitiveness and accelerate the establishment of modern corporate system and the specification of the management, has shown its importance in many fields.The financial crisis in the year2008has swept the globe, leading to a large-scale unemployment because of the business bankruptcy and lay-off. Therefore, in order to improve employment and protect people’s livelihood, Chinese government has issued the employment policies, and as the backbone of the national economy, state-owned enterprises actively fulfill actively their social responsibilities to respond to it. The allocation of human resources in state-owned enterprises, together with the growth of enthusiasm and creativity of its personnel, is essential for its progress. On the other hand, the employment policies by the government have built an external environment for the allocation, thus affecting the progress.This paper attempts to identify the problems of the allocation of human resources in state-owned enterprises (with the example of China Telecom) by the analysis of the changes and the features of Chinese employment policies, and try to state the corresponding remedial proposals.
