Power grid is the important basement and guarantee of current economic development and society improvement, The development of Chinese power grid is in new stage with the sign of "Strong Smart Grid" now. The electric power companies need to improve the managerial and administrative expertise and core competence more, and all-staff performance management is the powerful instrument. Therefore, State-owned Assets Supervision and Administration Commission (SASAC) and State Grid Corporation of China (SGCC) put forward the requirement of reinforcing all-staff performance management to keep the value of the state-owned assets, to promote the management level of companies and improve the work enthusiasm and creativity of all the staff. It will also improve the business performance. The effective execution of all-staff performance management is an systematical process. How to integrate the performance management, ERP (Enterprise Resource Planning), intensification and standardization management together and implement them effectively? They are no mature mode to be followed and applied. This thesis offers a new all-staff performance quantitative management model, it has important meaning and theoretical value of promoting the all-staff performance management in power grid enterprises.This thesis takes the Shandong Electric Power Corporation as research object. From the system integration theory and embedability theory aspects, it analysis the features of power grid enterprises and performance management problem, and put forward all-staff performance quantitative management model based on ERP. Through establishing four systems (performance organization system, performance index system, performance evaluation system and results application system), three management process (performance planning process, monthly evaluation process and annual evaluation process) and a set of performance management information system based on ERP, it build a power grid enterprises all-staff performance quantitative management operating model based on ERP. At the same time, through establishing five mechanism (system driven mechanism, process evaluation mechanism, ability driven mechanism, culture traction mechanism and performance communication mechanism) to keep the operating model running effectively. The four system inform a organism from performance subject, performance responsibility, performance evaluation to performance application. It make sure the suitable employees are used in right position and they also can be evaluated, rewarded and punished properly.Thrce processes setted by evaluation time make sure the organization system, index system, evaluation system and applicaton system come true through management process. Four system and three process are fixed to management information system to keep "’all on-line, all on support, all in control". Five mechanisms make all staff promote the all-staff performance management stressfully, motivated and effectively.Power grid enterprise all-staff performance quantitative management based on KRP embed performance management system, rules and working process into HRP system. Internal human resources system and external integration operation system are formed. Evaluating targets, evaluating cycle and evaluating subject are unified. All-stall" performance quantitative management realize capture of organization position information, making plans of monthly performance,monthly performance evaluation, annual performance contract, annual performance evaluation and automatic calculation of performance bonus. Thought it, a lot of working are quantitative, such as business Hows, whole process monitoring evaluation, performance results intelligent computing, performance data automatic synchronization and team evaluation. It reinforces the responsibilities and operations of all staff, and enhances the awareness and involvement to performance management of them. It also provides great design model, construction model and implementation model for all-staff performance management construction in power grid enterprises even in other state-owned enterprises.
