Green Development Evaluation And Empirical Research

Developments is the perpetual theme of the times. China’s mode of developmentexperienced from the simple pursuit of economic growth to the pursuit of economic,social, and environmental coordinated development process, in other words issustainable development way. However, with the rapid economic development,China’s resources and environment has been severely damaged. At the same time,theworldwide financial crisis and global climate change made China caused a lot ofpressures. As a result, China explore a new way after the Sustainable developmentway——Green development mode. Green development is proposed in China’s “12thFive-Year Plan”, green development model is very different from the traditional modeof economic growth, it contains the social system, economic system, ecosystem and itdecides the China’s future development direction.The research content of this paper is divided into six parts.The first part is the introduction. Mainly introduced green development researchbackground, significance, research methods, technical routes, the development statusand existing domestic and international green comb.The second part is the connotation of green development and theoretical basis.This part mainly analysis the connotation of green development and distinguish thegreen development from sustainable development, circular economy, low-carboneconomy, the scientific concept of development.The third part is the general idea and the main objectives of China’s greendevelopment. In the analysis of ideas and goals, firstly，I proposed the China’s greendevelopment background. Analyzed from four main areas: global climate change, theglobal financial crisis, domestic resources damage to the environment, to the way ofadjusting the structure. Secondly, studied strategic thinking of green developmentunder this background: that is The implementation of a reform, perfect two major institutional, follow the Three Laws. The last is the main goal of green development,from the economic systems, social systems, ecosystems three aspects proposed greendevelopment goals.The fourth section describes the analysis of the spatial and temporalcharacteristics of green development in Shandong Province. This is the focus of thisarticle chapter. Firstly analysis the green development status and existing problems ofthe Shandong Province. Secondly, according to certain principles, established theevaluation index system of green development in Shandong Province, and calculatedusing Entropy Method. Finally, the analysis of regional differences in the analysis ofthe status quo on the time and space on the green level of development in ShandongProvince.The fifth section discusses the suggestions of green development in ShandongProvince.Through the research on the above five aspects, The results of evaluation ofgreen development in Shandong Province was acquired,the results showed that thegreen and development can be realized at the same time,such as: in the eastern part ofShandong province. The economic growth is fastest and energy-saving emissionreduction effect is best in the eastern region. Which provided a strong guarantee forthe transformation of the mode of economic development. With the pursuit ofeconomic growth, the eastern part protected the resources and the environmentbasically, so its economy, resources and environment, society made coordinateddevelopment. The central region is in the middle level at the aspect of the greeneconomy, resources and environment, the policy support. Which in the future not onlyguarantee the rapid development of economic health, but also improve the greendevelopment, properly handle the relationship between economic development andsaving resources protect environment, so that its resources and the environment to ahigher level. The economic development of western region is slow. And the degree ofgovernment policy support is also small. The resources and the environment ofwestern region have been damaged seriously, because in the process of economicdevelopment, the economic development need to rely on high energy consumption and high investment industry to promote. At present, the primary task of the westernregion is to improve the level of economic development, adjusting the proportion ofthree industries, strengthen government support, within the range allowed by theresources and environment.Green is the track that development should follow, and the development is thebasis and guarantee for achieving the green. In order to successfully complete thedevelopment goals of the Outline of the12th Five-Year Plan of Shandong Province,we must develop appropriate strategic planning for the green level of development inShandong Province. Good areas of green development level does not mean that thereis no shortage in the green development, and also no advantage in ranked regions.All areas should avoid weaknesses in the future development, and make full use of theadvantages, only in this way,can we achieve economic resources, and environmentaldevelopment. In the future, the focus of the work is still to implementation of energyconservation and transformation of economic development mode in various regions.The innovation of this paper:(1) Summarizes the connotation of greendevelopment in theory.(2) Through the analysis of the spatial and temporalcharacteristics of Shandong Province, established green development evaluation indexsystem in Shandong Province, and analyzed it both in time and space.(3) Proposedspecific measures for green development in Shandong Province.
