The Research On New Rural Cooperative Medical System

The harmony of agriculture, countryside and farmers forms the basis of social harmony; it is also one of the important issues for the socialist modernization. New Rural Cooperative Medical System, which also known as NRCMS (NRCMS for short later on), is one of the major parts of rural area’s social security system, and in NRCMS, governments play an irreplaceable role. Persist in governments’leading position, will help to solve the problem of agriculture, countryside and farmers, boost the process of well-off and harmony society. Meanwhile, Commercial insurance institutions could remedy the defect caused by single governmental functions, enhance the financing level, security level and specialization level of NRCMS, and then assure farmers’rights and interests. Therefore, it has significant theory values and practice values of the study of commercial insurance institutions’participating in NRCMS.The article is divided into five chapters. The first chapter mainly introduced the background and values of the selection of the subject and its approaches, then summarizing according to the research home and abroad. The second chapter elaborated the essential theory of NRCMS, giving a comparative analysis between NRCMS and conventional rural cooperative medical system (CRCMC for short), epitomize the governmental function in NRCMS and its superiority and limitation. The third chapter was a theory part which includes theory of public goods and tragedy which could be described as the double failures of governmental functions and market mechanism, then analyzed the FEAS and advantages of the mechanism of private supply of public goods on the basis of the study of Ronald HCoase. The forth chapter compare four mainstream rural medical insurance model which included the National Medical Insurance, the Commercial Medical Insurance, the Social Medical Insurance and the Community Medical Insurance, then giving an introduction of their merits and faults and accommodative countries, finally summarize the commercial experience we can use. The last chapter firstly came to the conclusion that the mechanism of private supply of public goods conform to NRCMS due to its nature, then present two commercial model of NRCMS that has been successfully actualized in our country: ’Jiangyin Model’, which is represent of the entrust handling modeling,’Yixing Model’and’Zhanjiang Model’which are represents of the insurance contrast modeling, then put forward a innovative model:the commercial insurance institutions’ whole-process participating,add the varieties of insurance, attach importance to serious illness.
