Study On The Problem Of Agricultural Insurance In Hunan Province Under The View Of New Rural Construction

Agriculture is the basic industry of national economy in China, and its stable development is not only play a vital role for agricultural production, but also related to the farmers’ income growth and stability of the society. Agricultural insurance, as a kind of effective risk transfer and dispersion mechanism, is advantageous to the post-disaster recovery of agricultural production, to maintain a steady income for the farmers, and accelerate the process of the construction of new socialist countryside. Central no.1document of2012and the national economic and social development five-year development plan outline explicitly put forward to develop the policy-based agriculture insurance, and constantly improve the system of agricultural insurance.Under the macroscopic background of the new socialist countryside construction, this paper takes the development of policy-related agricultural insurance of Hunan Province as the research object, systematically analyzed the theoretical basis of agricultural insurance, as well as its important role in new rural construction, and combining with the practice experience of the development of agricultural insurance in countries around the world, a detailed analysis of encountered problems in the development on agricultural insurance of Hunan Province and corresponding countermeasures are put forward.
