As the important resources of human survival and development of land， in today’s societyplays an irreplaceable role in the development. The natural， economic and social conditions ofland in different regions of the world there are regional differences， regional differences landproperties and land use manner. It is because of differences between land， lead to different waysof regional development and land use. Therefore， to correctly identify reasonable land resourcesutilization of validity，must pay attention to regional differences. And the land use zoning is basedon the differences of land to the basic unit of the division of land use or land use type of process，is also the important means of implementing land use control system and the legal basis. Land usezoning to the rational and scientific， guidance of land utilization， solve the immediate interestsand long-term interests of the contradiction in land use， achieve true harmony between people toachieve economic benefit， coordinated and the sustainable land use. Land use zoning is the corecontent of the general land use planning.Based on the research of land use zoning at home and abroad development course, relevanttheory, rinciples and research methods, on the basis of comprehensive comparison is made for thethree ategories of land use zoning, combined with qualitative analysis and quantitative calculationof the means of land use zoning, and explore the comprehensive land use zoning results as theguidance of the purpose of land use zoning, and on the basis of land use zoning and land usecontrol artition contrast relation, carries on the control of land use zoning, have very strongpersuasive, accords with the practice of the study area, and at the same time to make up for pastpartition planning people with experience do qualitative analysis, is a kind of trend of land usezoning in the future.The focus of the study to red is thriving agricultural areas in Heilongjiang provincedemonstration farm-the597farm as example, from the social economy of three aspects to studythe regional difference of the597farm, analyzes the features of the597farm land utilization andthe existing problems; With52of the597farm work station as valuation unit, from the landresource utilization structure, input, output, ecological and dynamic five spects to build the597farm land use comprehensive evaluation system, according to the results of regional land usecomprehensive evaluation value between0.773and3.373. Natural break point method with the aidof GIS software, to get preliminary results from a partition, through ualitative correction, finally comprehensive land use zoning results, comprehensive partition is divided into southwest urbandevelopment zones (Ⅰ), WanDaShan blueprinted Lin Muye land use area (Ⅱ), Sanjiang plain incentral agricultural land use area (Ⅲ) and the southern margin of the Sanjiang plain wetland landuse area (Ⅳ) four land use area. With the597farm land use comprehensive partition as a guide,combined with special planning, each department according to the township (town) level of landuse planning procedures, could be divided into basic farmland protection areas, the597farmgeneral farming region, urban village construction area, the natural and cultural heritageconservation and forestry area in areas such as five purposes. According to the purposes of landuse zoning and land use control the relationship between the partition, combining the Hongxinglong administration main body functional areas, the12th five-year plan outline and increase ordecrease hook engineering etc, border controls in the study area partition, determined to allowthese areas, conditional limit these areas, these areas and a ban on the construction area. Accordingto the results of three different kinds of partition, the partition of land use were proposed accordingto local regulation and control policy orientation, development strategy and the use, differentialland control rules.
