| Village public goods have an enormous concept, complex content. Different levelsof public goods are not divided clearly. Fundamental levels of public goods have notbeen defined. I consider the public goods as research goal and define the public goodsof rural level as the smallest fundamental unit. I will serve the basis for public goodssupply. Now, in the development of rural area, the government supplies private goodsof village, such as looking after the old, medical care, grain subsidy. However, villagepublic goods, especially public goods of rural level, are not supplied sufficiently. Thisarticle aims to do research on supply mechanism, demand expression mechanism andequilibrium. The demand and provision of public goods of rural level makes a closedcircle. Farmers express the demand for the rural committee, and the rural committeeorganizes farmers’ meeting or farmer delegates’ meeting to decide whether to providethe public goods. Then the rural committee arranges the provision of public goods ofrural level and farmers pay for them. With the procedures above, the provision ofpublic goods is finished and the equilibrium between the provision and the demand ofpublic goods of rural level is realized naturally. The closed circle mentioned abovelightens the governmental burden on one hand and satisfies farmers’ need of publicgoods of rural level better. However, the reality farmers are facing is cruel. Thedevelopment of agriculture and villages is at the stage of hardship, and the fundamentalfacilities of villages are weak. Besides, the development of social cause lags, andtwo-part structure and income gap between villages and cities are obvious. Thus, thegovernment should take proper responsibility in the provision of public goods of rurallevel.At the basis of previous research outcomes, this essay chooses the visual angle ofequilibrium between the provision and the demand of public goods of rural level. Atthe aspect of authentic proof, I use three kinds of research methods, such as surveyquestionnaire, interview, and observation, and I gain first-hand data. Then I analyze thedemand circumstances in the rural and equilibrium circumstances of the provision and the demand of public goods of rural level. Then I probe the political recommendationsto realize the equilibrium of public goods of rural level. |
