Promote real estate economy and housing security development coordinated is government’s responsibility. The affordable housing policy is a policy system aimed to solve the housing problems of the low and middle-income groups which mainly consist of low-rent housing policy, public rental housing policy and economical housing policy, it carries multiple functions such as regulate rising housing prices and solve housing problems of the low and middle-income groups which background closely related to the urban housing system reform. In the policy process, the central government is mainly responsible for policy making and task decomposition, the provincial government is responsible for task re-decomposition and transfer, the municipal and county government is responsible for implementation. In recent years, the central government constantly improving the affordable housing policy has partly solved the low and middle-income groups’housing problems. But the implementation effects indicates that the affordable housing supply is still in a small proportion, the middle and low-income groups’housing problems are still exist. Besides, the local government has formed inertia of market-oriented and make little of housing security in local real estate economic development process, take game strategy in the redistribution policy, and the policy target group’s actions are all lead to policy implementation deviation.This research based on the approach of intergovernmental relations, combine with the policy typology framework theory, use literature and data analysis explores the affordable housing policy implementation deviation and reasons then put forward countermeasures. This thesis is consisted of five chapters. Chapter one introduce research background and significance, literature reviews, research contents and methods, research innovation points and shortage. Chapter two first simply introduce three approach of public policy study, then focused on elaborate policy typology theory and intergovernmental policy implementation model and it’s applicability in this research. Chapter three introduce theoretical basis and development process of the policy, it’s operation mechanism such as fund sources, land supply, access and exit conditions, then use related data summarize analyze the security funds,housing raise, coverage rate of economic housing policy, low-rent housing policy and public rental housing policy. Chapter four analyze mainly problems of the policy implementation process, such as lacking sufficiency funds and housing supply and demand unbalance brought about housing security proportion is limited, supervision mechanism incomplete lead to policy spillover, local government’s implementation internal impetus is insufficient and so on, analysis first from the perspective of the administrative mechanism of contracting power level by level based on the isomorphic responsibility between the central and local government, policy implementation is either impelled and restricted by the central government’s financial support and performance evaluation or affected by the municipal and county government’s implementation ability which based on provincial government’s financial support and fiscal capability and interests demands of itself. Then according to policy typology theory, the affordable housing policy is the central government made policy plan via mandatory wealth transfer to promote social equity values come true, it related to certain property, rights and interests redistribute between different social groups and influence extensively, so the conflicting is incentives, stakeholders like the real estate agent and the public are all attempt to share policy profits. Besides, the redistribution policy implementation under China’s fiscal system background is generally need the local government undertake large proportion implementation costs like financial resource, so one of the key factors to enhance the policy implementation effects is how to guarantee the local government own and actively to allocate sufficient resources for it. Chapter five put forward countermeasures such as legitimately divide housing security responsibility between the central and local government, consummating the fiscal system, enhance the local government’s responsibility and financial capability matches, consummating policy implementation supervision mechanism, strengthen regulatory to stakeholders in the redistribution policy, optimize policy tools using to strengthen macro-control on real estate market ensure policy implementation distortion is gradually reduced.Notification of the state council continue regulating real estate market issued earlier this year indicates that the central government continue strengthening executive force on the affordable housing policy implementation, housing problems of the low and middle-income groups should hopeful be gradually solved.
