The housing is a basic material condition for the existence of mankind. Housing problems are not only related to the vital interests of population, but also the social stability and equitableness. To resolve the housing problems of the urban vulnerable groups which are bounden duty of the government has become a prominent problem.This paper focuses on a number of problems that exist in the low-rent housing policy implementation in China based on vertical and horizontal relations. I hope myself can make an intensive study of this social security policy, in order to answer why local government lack of initiative on the implementation issues. This article can divided in four parts as follows:Part Ⅰ Including the purpose and significance of the thesis and related research at home and abroad, as well as the paper’s theoretical perspectives and possibilities of innovation of five parts.Part Ⅱ Describing the origin、context and evolution of low-rent housing policies.Part Ⅲ Investigating many problems in implementation of low-rent housing policy and analyzing the reasons why low efficiency problems occurred.Part Ⅳ Suggestions on improving the low-rent housing policy implementation in our country based on vertical and horizontal intergovernmental relations.
