The Study On The Management Model Of Panjin Liaodong Economic Development Area

After more than seven years of development, since panjin liaodongeconomic development area set up in2005, it have formed a rapid economicdevelopment, clear industrial pattern and social functional economicdevelopment area. At the mean time, it has been changed from port to harbor.At present, panjin liaodong economic development area’s administrative areareaches545square kilometers, planning area is306square kilometers, andwith3street and1development zones. During the last several years, theeconomic of panjin liaodong economic development area grew fast, and at acontinuous expansion of the total. Its assigned project is248and planninginvestment is350billion yuan. Up to2012, the new district realized a totalindustrial output value of58billion yuan, an average annual growth rate of180%; the cumulative GDP reached180billion yuan, an average annualgrowth rate of196%.Learning from the advanced modern enterprise management philosophy,panjin liaodong economic development area in accordance with themarket-oriented mode of operation, set the economic zone operationmechanism of Management Committee. The Management Committeemanages the area’s development and construction using administrative means.Relatively speaking, the existing management model of panjin liaodongeconomic development area is “lean and efficient”, it plays a very importantrole in the development of new district. But along with the rapid development ofpanjin, due to the change in the form of internal and external environment, themanagement system, operation mechanism, policy advantages and thecapacity for sustainable development of panjin faces serious challenges. There are six parts in this paper: the introduction part firstly presents theresearch background, purpose, research ideas, research methods and thesisframe; the second part elaborates the theory related to the development zonemanagement and the management model of economic development zone，analyzes and points out the key factors related to the selection of themanagement model of development area; the third part introduces thedevelopment and current situation of the management model of panjin, andthen points out the existing problems in the new area; the forth part analyzesseveral advanced management model in domestic and internationalDevelopment Zone and their success application, then draw inspiration andreference for China’s development zones management model; the next partanalyzes and points out the basic principles related to the selection of themanagement model of development area, combined with the actual situationof Panjin, puts forward countermeasure suggestions; finally, it is theconclusion and deficiency of the paper, and also with some shortcomings.
