The Beautiful Village Planning Of Liaodong Mountain Area Based On The Concept Of The Win-win Concept Of "Production-Living-Ecology"

The major historical task of building a new socialist countryside has been put forward in the Fifth Plenary Session of the 16 th Central Committee of the Communist Party of China.During the 11 th Five-year Plan period,many provinces and cities throughout the country,in accordance with the requirements of the Fifth Plenary Session of the 16 th Central Committee of the Communist Party of China,have formulated and put into action for the construction of beautiful villages,and gained some success,in order to speed up the construction of a new socialist countryside and strive to achieve the goals of production development,rich life and good ecology.The requirements of "flourishing industry,livable ecology,civilized countryside,effective governance and rich life" have been put forward in the 19 th National Congress of the Communist Party of China.General secretary Xi Jinping stressed that the strategy of Rural Revitalization should be coordinated with the improvement of rural human settlements,and Rural Revitalization must include ecological revitalization.Therefore,the construction of beautiful countryside is an effective way to help rural revitalization.With the development of modern agriculture,the revitalization of rural areas and the construction and development of beautiful rural areas,historic achievements have been made.However,different regions vary in natural resource endowments,levels of economic development,rural agricultural industries and development models.Especially in the mountainous countryside,due to its natural environment,geographical location,traffic conditions and other constraints,the development is slow and the planning is difficult.Through combing the beautiful rural planning cases in different regions,understanding the development modes of basic agriculture,rural tourism and characteristic industries,and refining the ideas and experience of beautiful rural planning,with the perspective of "production,life and ecology",this study proposes the planning strategies suitable for the beautiful rural areas in the eastern mountainous areas of Liaoning Province.At the same time,Shuangjinggou Village,Qingyuan Manchu Autonomous County of Fushun City,which is located in the eastern mountainous area of Liaoning Province,is selected as an empirical case.Through the investigation of the natural situation and villagers’ opinions of Shuangjinggou Village,the current problems and overall planning ideas are clarified.Based on the planning strategies and principles of beautiful villages,the planning scheme of Shuangjinggou Village is explored from the perspective of "production,life and ecology".The main research contents and results are as follows:(1)Beautiful rural planning strategy is based on the premise of ecological environment protection and management,to protect the vulnerable areas of ecological environment,to manage the damaged areas,and to promote industrial transformation with ecology,so as to have the opportunity to develop.(2)The planning strategy of " Production-Living-Ecology " for a Win-win situation in beautiful rural areas needs to be adapted to local conditions and develop characteristics.Natural ecological planning strategy focuses on restoration and improvement on the original basis.The production planning strategy should rely on the advantageous agricultural production,coordinate and balance the industrial structure,and promote the integrated development of the first,second and third industries.Life planning strategies need to fully understand the residents’ life wishes and trends,improve infrastructure construction,and serve the daily life of residents.(3)This study takes shuangjinggou village in Qingyuan County as an example,and puts forward the planning strategies of ecological development,production construction and life construction of shuangjinggou village,according to the development concept of " Production-Living-Ecology " Win-win.The planning strategies of ecological development mainly include the restoration of mountains,the prevention and control of agricultural non-point source pollution,the protection of water sources and the prevention,mitigation and fire control of disasters.The planning strategies of production and construction mainly focus on agricultural production,product processing,rural tourism,etc..The planning strategies of life construction mainly focus on rural buildings and infrastructure.(4)The strategy of " Production-Living-Ecology " Win-win beautiful rural planning in shuangjinggou village can provide reference for the beautiful rural planning in Liaodong mountain area.Shuangjinggou village is a typical mountainous village in the east of Liaoning Province.Its current problems are similar to most of the villages in the east of Liaoning Province.It is suggested that in the process of planning beautiful villages in other villages of Liaodong mountain area,the basic idea of planning beautiful villages in shuangjinggou village should be referred to,and the wishes of villagers should be fully investigated and understood.On the premise of ecological environment protection and management,the development of rural advantageous agriculture should be developed,and the goal of promoting the integration of primary,secondary and tertiary industries should be promoted.The economic income of villagers should be increased,the living environment of villagers should be improved,and the life of villagers should be improved.Happiness is the ultimate goal to solve the current problems concerned by the villagers,speed up the process of building a beautiful countryside and realize the revitalization and development of the countryside.
