Coupled with the impact of the financial crisis, the economic growth of China’sexport industries declined in the social transition period of development and reform.In order to maintain steady and fast growth of economic, the country has acceleratedurbanization process. With the acceleration of urbanization, and the transformation ofsocial economic structure, great changes for the real demand of public services havetaken place in the small town. However, because of the urban and rural systemsegmentation, there is a tremendous gap in public service between small towns andcities. In recent years our country began to pay attention to the construction of smalltowns, citizens’ demand for public facilities increasingly prominent, as the shift of ourcountry from subsistence society to well-off society at the same time. It has becomean important hidden danger of social stability and development. Therefore, it needs toplan for the future accelerating the public services of small towns urgently.As a large agricultural country, China’s annual GDP maintains high speedgrowth of nearly9%, comprehensive national strength significantly increased,achieved by a highly centralized planned economy fundamental changes to the systemof socialist market economy. However, due to the lack coordination of the relationbetween economic growth and social development, agricultural base is still very weak,and rural development is lagging behind. The realization of the equalization of urban-rural public service is the urgent demand of the development of China in reality, and itcould solve the problem of the gap between urban and rural areas. At the same time,the government plays its proper functions, accelerating the transfer of rural labor force,contributing to the development of economy, realizing the social stability in thebackground of market-oriented background in the Chinese economy. At present,China is committed to building public service government, the central government hasattached great importance to public service functions.With the increasing development of the economy and society, the equalization ofbasic public service is the inevitable requirement of the country when it comes intothe stage of industrialization and later. Especially the small town residents demand for quality and quantity of public services continue to improve, the equalization of urban-rural public service is a severe challenge to the Chinese government, become thecomprehensive construction well-off society, the important factors restricting theconstruction of socialist harmonious society. The equalization of urban-rural publicservice is a serious challenge for the Chinese government., especially the increasinglydemands of residents in small towns for quality and quantity of public services,becomes an important restriction factor to construct well-off society comprehensivelyand build a socialist harmonious society. With the development of the equalizationtheory of public services in urban and rural areas and deep practice, inequalityproblems in public service will be greatly alleviated and found a convenient andeffective way to promote the social development balanced in China. Therefore, theconstruction of public service of small towns systemically, has theoreticalsignificance and practical value, but also full of pioneering and challenging.
