In the21st century, the competition between enterprises becomes more and more fierce. More and more enterprises begin to focus on core competitiveness, and outsource the non-core products and services. For the purchaser, good supplier is an important asset, which can bring rich rewards. Therefore, the valuation, selection and management of suppliers is a very valuable work, which is the core of purchasing management.In Z company, Many problems are existed on evaluation and selection of suppliers. In view of this situation, this paper offers the measures of improving from three aspects.(1) To establish scientific supplier evaluation index system. This is the basis of evaluating and selecting the suppliers. Based on consulting interrelate study literatures, and combined with the industry characteristics and procurement practices of Z company, this paper puts forward to evaluate suppliers from five aspects, such as quality, price, delivery, service, cooperation and development potential etc., which is according to16indicators.and it explains the nature and significance of each item, the collection channels of index data, priority ordering of the channel’s credibility, and data supporting materials, etc. Considering the characteristics of vague qualitative indexes bounds, this paper also puts forward concrete, meticulous observation points and evaluation standard, in order to reduce randomness. Meanwhile, by using three dimensions of "market risk","quality risk" and "cost risk", the paper divides the purchase items into eight categories, and analyzes the key evaluation index of each category, which makes the evaluation index more targeted.(2) To construct "the TOPSIS method combined weight supplier comprehensive evaluation model" by absorbing the basic idea of AHP method, entropy method and fuzzy comprehensive evaluation method, And in the light of the traditional TOPSIS insufficient, to improve the aspects of decision matrix of dimensionless processing, qualitative index of the conversion, the combined use of subjective weight and objective weight, the construction of the ideal solution and minus ideal solutions, etc.(3) To improve evaluation and selection of the suppliers. The paper divides the process of evaluating and selecting the suppliers into three stages:preliminary evaluation, review and evaluation. And it designs the subject, content, time limit, conditions, approval and operation process of relevant business operations to each stage.In the end. the paper analyzes the key points of the implementation of improving the Z company’s selection and evaluation of the suppliers, and summarizes Implementation effect..
