All of them make an attempt to find a new economic growth point, new energy industry with its abundance of resources, technological innovation, strong radiation attracts the world attention.China need to improve international competitiveness, it is necessary to accelerate the step to develop the new energy industry in order to seize the new round of economic and technology development commanding heights. Our country should realize that the key to ensure the national economy sound and fast development is transformation of economic development. Cultivate and develop strategic emerging industries are the best strategic choice to accelerate the transformation of economic development, realizing the upgrading of the industrial structure and the great-leap-forward development. New energy industry as one of strategic emerging industries has both resource and technology comparative advantages, and it has already begun to take shape, so in future new energy industry will become China’s new economic growth point.New energy industry for its long investment cycle, high development cost and specialty technology make it unlike general industry can develop in the market freely. Government need to make effective incentive policy to lead to its rapid growth. This paper is to design a thorough policy system to speed up the development of new energy industry in our country for the purpose of realizing the upgrading of the industrial structure and sustainable development of economy and society.First of all, we have reviewed the development status and the existing research results about new energy industry at home and abroad. Through gathering basic data and describing chart, we compare our country’s situation with United States, European Union, Japan and other countries. On the basis of this analysis, we find the existing problems in our new energy industry development and summarize foreign countries advanced experience.Secondly, we use new energy industry development curve, Gompertz curve, Pearl curve and calculation method to make a judgment of our country’s new energy industry development stage. Furthermore, we analyze the factors that influence country’s new energy industry both in micro and macro angle.
