Policy Evolution And System Design Of New Energy Industry

With the speeding up of modern industrial and commercial civilization,accelerate the energy demand and consumption sharply,the shortage of resources,energy crisis and environmental pollution hazards and so on are forcing the development of new energy industry.The United States,Japan and some other developed countries take the lead in adjustment of energy policy,take an active part in facing the change of energy supply,encourage is given priority to nuclear energy,wind energy,solar energy and biomass of replacing the traditional fossil energy of new energy industry and actively optimize energy consumption structure.China,in the face of the environmental and energy security threats,has increased its strength to nurture and support in the field of new energy and released new energy policies in order to promote the healthy and stable development of new energy industry in China.However,long-term dependence on traditional energy and the fact that coal occupies a large proportion of the energy consumption structure in China,make China's new energy technology innovation is relatively weak,the strategic system of the industry is poor,new energy development in the world is not in the advanced countries.The country needs further government policy guidance,to ensure sustainable development of new energy industryThis paper first summarizes the development status and the main obstacle of the new energy industry in China,using VAR model analysis of new energy consumption of China's economic growth,and analyzes the United States and other developed countries in the lead of the new energy industry policy.When conducting the research of new energy industry policy articles and competition strategy choice,the paper uses evolutionary game model analysis of new energy industry development in the process of the dynamic relationship between the enterprise competition and government policy to study the dynamic process of the evolution of new energy industry,demonstrating that the government policy may promote the industry development as a whole.Furthermore,the decomposition of the design principle of industrial policy system and the study of development of new energy industry status,the paper conduct in-depth study of the system design to promote the development of new energy industry policy.The study about the new energy industry development strategy of some developed countries,and the analyses of the policy tools may have reference effect to formulate China's new energy policy design.This paper absorbs advanced ideas from other developed countries' new energy policy,and design the development policy system of China's new energy industry from four aspects,thus the policy support system,the independent innovation system,the new financing system and the legal system.
