The Old-age Insurance System of Public Institutions is an important part of Chinese pension system.Since china adopt "twin-track" mode for retired woekers, corporate pension insurance model has taken shape and had become the system. The reform on the Old-age Insurance System of Public Institutions was launched in1991, but lags behind the enterprise reform badly and is still at the initiative stage. Since the reform polit on the Old-age Insurance System of Public Institutions was carried out in2009, there is little effect on polit areas but much doubt voice.Institutional Change suggests that the generation of a system is determined both by the Institutional Supply and Institutional Demand. If the Institutional Demand can’t meet the Institutional Supply, Institutional equilibrium should be broken that leads to Institutional Change. Firstly, the analysis of the traditional pension system’s supply and demand draws that there existed the demand for power and the need for reform. This reform was inplemented by the way of "up-down", however, why the reform polit areas didn’t bear any fruit? So, this article did a further analysis of the Institutional performance basis on the theroy of Institutional Change, and find that the the traditional pension system exists path depandance, and the interest group’s thinking of there own interests have resistance for the reform,and couple with the imperfect of the new system resulting in reform stagnation. Finally, combined with the conclusion, this article proposed a system innovation, in order to provide a reference for exploring the path of the Old-age Insurance System of Public Institutions.
