With the growth of national economy and the leap of information technology,consumption levels and consumer demands of communications increased, thecommunications market got a huge driving power for its development. Market expansion andcompetition intensifies are often carried out simultaneously. The top three Telecom operatorsget the full service operation qualifications at the same time after the restructuring in2008,and form a situation of tripartite confrontation among China Telecom, China Mobile andChina Unicom. They rely on their own strengths, launched a fierce competition for market.X Telecommunication Company is a prefecture-level branch of China Telecom, whichlocated at a third-tier city in the southwestern region. The company has a low share in thelocal communication market, which is far below the average level of the province. With theadvent of information age and the increasing of user needs, market share directly determinesthe level of income. How to improve customer service levels, increase market share, enhancecompetition ability, has become the urgent problem of X Telecom Company.This paper studies on business processes optimizing based on the actual case of XTelecommunication Company, conducted in-depth research on its operational businessprocess optimizing program. First of all, the paper uses the PEST model to analyze thecurrently external environment of X Telecommunication Company, through the analysis ofoperating data, indicate the company’s own development, and propose the development ideasby using the SWOT analysis. Secondly, analyze the operational business process by using themethods of ASME, Methods-Time Measurement, The process performance guide lineanalysis method, SIPOC, then put forward the problem and causes of the process. After that,according to the ESIA method, to optimize the process, raise the new plan of the process, andbased on the new process, establish a flat organization structure as " front-end, back-end+control" type. At the end of the paper, security measures of BPI were analyzed, and the newprocess was evaluated by contrasting of index through the optimization.The new process can help the X telecommunication company increase the processefficiency, improve customer service quality, enhance competitive ability, at the same time, toother Telecom subsidiary also has a certain reference value.
