The high-tech industry has become a new economic growth point of Zhejiang Province, in addition to the traditional three industries. While take Hangzhou, Zhejiang as an example, lacking of the technology innovation ability of its main high-tech industries:software and cultural creative industries, is not conducive to the subsequent development. Based on this, the paper researches the network embedding of enterprises in high-tech clusters systematicly and scientificly, then introduces the concept of knowledge transfer and knowledge creation. Finally, the paper makes theoretical exploration and empirical analysis in the impactthe ways that may exist between network embedding of cluster enterprise, knowledge transfer, knowledge creation and technology innovation.In this paper, we choice the cluster enterprises of software and cultural creative industries in Hangzhou as the research object. Through the theoretical analysis, we put forward five basic assumptions, and conduct an investigation of enterprises in Hangzhou high-tech clusters with interview and questionnaires. We got143effective samples as a basis for a statistical analysis to concluded the following basic conclusions:(1)Network embedding of high-tech cluster enterprises have a significant positive impact on tne knowledge transfer;(2) Network embedding of high-tech cluster enterprises have a significant positive impact on the knowledge creation;(3) Network embedding of high-tech cluster enterprises have no significant positive impact on technology innovation, instead, have indirect effects of knowledge transfer and knowledge creation impact on technology innovation;(4) Knowledge transfer of high-tech cluster enterprises have no significant positive impact on technology innovation, Instead, through completely mediate of knowledge creation.(5) When we add the control variables of cluster type, conclusions get a slightly different. In the software industry clusters, knowledge transfer have no significant positive impact on knowledge creation. While in the cultural and creative industries clusters network embedding have a significant positive impact on knowledge transfer, knowledge transfer have a significant positive impact on knowledge creation, and knowledge creation have a significant positive impact on technology innovation.Finally, based on the empirical results, the paper proposes management advices from two aspects:to deepen enterprise network embedding and to strengthen knowledge transfer and creation abilities. Furthermore, the paper gives some policy recommendations such as planning industrial parks rationally, changing the function of the industrial parks, creating an innovative atmosphere and so on.In addition, the paper points out the limitations of this study and suggest for future research and prospects.
