With the world economy tending to be globalization, technology diffusion becoming faster and wider, innovation patterns gradually being networked. Network embedding has been an inevitable but not alternative tendency for Chinese high and new tech enterprises to integrate and assimilate resources and enhance technological innovation capability. Academia is not lack of the research about the relationship between network embedding and technological innovation capability at present, and much of the discussion and analysis divided the network embedding into two dimensions which are relational embedding and structural embedding. However, the results of the study is not consistent, some of them are at polar opposites. And how are the paths through which that relational embedding and structural embedding have different effects on the technological innovation capability of Chinese high and new tech enterprises have not be answered cogently.The dynamic capability theories points out that innovation is complicated to be driven by multiple factors, the innovation process of high and new tech enterprises is affected not only by network embedding, but also by the inter-organizational knowledge transfer which is a significant variable. The resource-based view theories indicates that enterprises could constantly learn, expend the width and depth of the inter-organizational knowledge transfer efficiently and improve the quantity and quality of it’s knowledge resources from network embedding. With the description above, this paper plan to explore the relationship of network embedding and inter-organizational knowledge transfer and the interaction relationship of the both two factors and technological innovation capability, integrate the logical relationship of“ network embedding----inter-organizational knowledge transfer----technological innovation capability” based on the dynamic capability theories and The resource-based view theories, aims to dissect and uncover the impact mechanism of technological innovation capability for Chinese high and new tech enterprises deeply, and demonstrate the moderating effect of environment dynamism to the logical relationship.On the basis of literature reviews of network embedding theories, knowledge transfer theories, technological innovation theories and environment dynamism theories, this research takes 200 domestic high and new tech enterprises which participate in relevant network as samples, tests for reliability and validity of data collected from 314 valid questionnaires by using SPSS16.0 software, and then verifies structural equation model and the moderating effect of environment dynamism further by using LISREL8.70 software of structural equation model based on maximum likelihood estimation. The results show that relational embedding and structural embedding both can improve the technological innovation capability directly, and can also indirectly affect the progress of technological innovation capability through the inter-organizational knowledge transfer, structural embedding has more effects than relational embedding on the progress of technological innovation capability; technological environment dynamism has positive moderating effects on the relationship between network embedding(relational embedding and structural embedding) and inter-organizational knowledge transfer, but has no moderating effects on the relationship of network embedding(relational embedding and structural embedding) and technological innovation capability; and market environment dynamism could just have positive moderating effects on the relationship between relational embedding and inter-organizational knowledge transfer, the moderating effects of market environment dynamism on the relationships between relational embedding and technological innovation capability, structural embedding and inter-organizational knowledge transfer, structural embedding and technological innovation capability haven’t been supported.There are innovation significance in this study. Firstly, based on knowledge-based view theories, this paper explore the different effects that relational embedding and structural embedding have on the technological innovation capability of enterprises deeply and systematically by taking inter-organizational knowledge transfer as mediating variable, and make up for the deficiency of the existing literatures. Secondly, through discussion and analysis, the paper pointed out the intrinsic paths of enhancing technological innovation capability are relational embedding----inter-organizational knowledge transfer----technological innovation capability, relational embedding----technological innovation capability, structural embedding----inter-organizational knowledge transfer----technological innovation capability, structural embedding----technological innovation capability, the results which reveal the intrinsic mechanism of how network embedding affects the technological innovation capability of Chinese high and new tech enterprises is helpful to the practice of management. Lastly, this paper attempt verify the moderating effect of environment dynamism to the relationship of “network embedding----inter-organizational knowledge transfer----technological innovation capability”, though some research have explored the moderating effect of environment dynamism to the relationship of relevant factors and enterprise behavior, but most of them are still on the level of theory, this paper plan to divide environment dynamism into technological environment dynamism and market environment dynamism to test the moderating effect of environment dynamism to the relationship of relational embedding----inter-organizational knowledge transfer----technological innovation capability and structural embedding----inter-organizational knowledge transfer----technological innovation capability, aims to enrich existing literatures and offers a scientific guidance for managers of Chinese high and new tech enterprises to manage resources of network and enhance technological innovation capability efficiently.
