Study On Agricultural Mechanization Development In Hunan Province

The "three Nong" issue is about China’s agriculture, rural areas and farmers, in the past five years, the first document of the communist party of China central committee are inseparable with the "three Nong" issue. The mechanization of agriculture is an important symbol of agriculture modernization. At the current stage, China’s agricultural development, rural construction and the situation of farmers themselves have happened many new changes:for example, the condition supply of rural labor force on the change of from absolute surplus to relative surplus and even structural shortage; hollow and desolate in rural areas and farmers aging trend are evident, many new generation farmers agricultural production enthusiasm is not high, farmers need decent labor work, and so on. These new changes put forward higher request to agricultural mechanization.Hunan province is a big traditional agriculture province, the basic characteristics of Hunan agricultural production are take management by family as the foundation, has a large number of farmers units and the agriculture production scale is small. The agriculture of Hunan is in a adjustment period of traditional agricultural transformation to modern agricultural. In recent years, Hunan agricultural mechanization maintains a rapid development momentum. The mechanization development of agricultural has formed a certain scale, farm machinery socialization service level continuously improved, and the benefit of agricultural machinery service steady growth. However, the development agricultural mechanization of Hunan province has many problems, such as insufficient capital investment, agricultural machinery management system is not perfect, farm machinery and equipment structure does not conform to the requirements of modern agricultural development, regional development is not balanced, infrastructure construction serious lag, farm machinery socialization service and organization construction are weak. On the period national economy development of "twelveth five-year plan", the Hunan agricultural mechanization enters a new development stage. We need to sum up the achievement and historical experiences in the "eleventh five-year plan", a higher and wider field of vision are needed to look at and think about the future development for Hunan agricultural mechanization.Based on investigate and a large amount of materials foundation collected, in this paper,through the literature review, investigation, and combined with the theoretical analysis, the production conditions and main features of Hunan agricultural mechanization were analysized. Problems on development of agricultural mechanization were pointed out. And the influence factors of these problems were studied, it is concluded that the land, agricultural labor and farm machinery products are the key factors restricted the development of agricultural mechanization in our province. The agricultural mechanization development experience of Japan, South Korea and Taiwan’s were summarized, comparison and analysis with the development of agricultural mechanization in our province were also made. Based on this point, guiding ideology, basic principles, the focus of development and specific measures on the development of agricultural mechanization in Hunan province were put forward.
