China’s regional gap phenomenon is more and more obvious, and human capital in theeconomic development of the action also got the attention of people. This paper makes astudy of the human capital accumulation in the regional gap in the process of expanding whateffects. It analyses the differences of the human capital situation in provincial regions, and theeffect of human capital accumulation in economic growth of every region.This paper first introduced the formation and development of the human capitaltheory,and related research achievements of economists.Then it focuses on the theory andmodel of human capital in the theory of economic growth. Then, using the method of theeducation of fixed number of year to calculate the human capital level of1990-2009in Chinaeach provincial regions. Using the gini coefficient method estimates the regional humancapital structure coefficient. Then analysises the differences of China’s local human capitallevel and human capital structure. In addition, further building the human capital model, andusing China’s regional panel data of1995-2009to test it. The last,according to the calculation,analysis and the test results, puts forward relevant policy suggestions.The results of the study show that: in China’s western region human capital accumulationlevel has a large gap with the middle and the east. compared with the middle and the east,human capital structure of the western region is imbalance. Human capital for the economicdevelopment are quite different in every region.The causes of the formation of the regional gap can be summarized into four aspects: themode of economic growth, investment, education and the flow of talent. Then put forward thepolicy Suggestions of narrowing the regional gap: increase investment, transformation ofeducation concept, improving the rural human capital accumulation and improve the talentsconverging mechanism.
