Synthetic Evaluation On Coordinative Development Of Jiangsu Energy-economy-environment System

In recent years, the economic development of Jiangsu province has achievedremarkable results, but also brought the problems such as energy excessiveconsumption, serious destruction of ecological environment. Along with thegovernment issued the sustainable development of economy and the development oflow carbon economy policy, We all recognized that ensured the energy, economy andenvironment’s harmonious development is as important as ensured the economicdevelopmented rapidly.This paper studies the following questions fromEnergy-economy system、 economic-environmental system、 energy-economy-environment system:The first,What’s the relationship of the Jiangsu province economic growth andthe consumption of energy in long-term and short-term? Whether the economicsystem has the function of repair itself when it deviating from the equilibrium state?The second,Whether the emissions of the industrial solid waste、industry wastewater and exhaust gas are already across the highest point of the kuznets curve？Ifnot, when over? And the Jiangsu environment conditions will be?The third,What’s the mutual influences among the Energy consumption、economic growth、the pollution of the environment in long-term and short-term?This paper established long-term cointegration model and short-term errorcorrection model between GDP and energy consumption、calculated the highest pointof the kuznets curve、established VAR model, impulse response function and variancedecomposition, and received the following conclusions:The first, In long-term, energy consumption will promote the development of theeconomy,at the same time, economic growth could also lead to a large of consumptionof energy;in short-term, Energy consumption and economic growth will deviate fromthe original equilibrium state when the economy is effected by the unstable factors, atthis time, the economic system has the function of repair itself.The second, The industrial solid waste emissions’s kuznets curve of Jiangsuprovince accords with pour u-shaped curve, and already across the highest point.Industrial waste water and industrial waste gas emissions’s kuznets curveaccords with pour N-shaped curve, among them, the highest point of theindustrial waste water emissions is already available in2006,but the highestpoint of the industrial waste gas emissions had not reached and the highestpoint will reach when the GDP of Jiangsu provience reach to870.2millionyuan.The third, Energy consumption has the strong role to economic growth in short- term,but this kind of effect will gradually abate in long-term; In short-term,theprecondition about the rapidly growth of the economy is the energy consumption’srapidly growth, but in the long term, with the economic development of jiangsuprovince, the technology progress、the improvement of Labour productivity andmanagement make the dependence from economic growth to energy consumptionhave certain ease;In short-term, energy consumption and economic growth will leadto the emissions of sulfur dioxide increase rapidly; but in long-term, the emissions ofsulfur dioxide will drop slowly and fluctuate In the small scope because ofenvironment management.
