The Reform And Innovation Of Agricultural Technology Extension System In Jiangxi China

With the further development of the strategy of "Industry nurturing agriculture", the agricultural development faced new situation and challenges, including the adjustment of industrial structure in agriculture, the change of rural population structure, the reformation of modern agricultural production mode, the conversion of farmer’science and technology demand, the requirement of agricultural product quality safety and agricultural sustainable development, etc. In Jiangxi, the technology extension in agricultural production, peasants increase income and modern agricultural construction can not satisfy the needs of the society, so it is urgent to reform and innovation. All these situations give the new contents of our paper.In this paper, we spurn the original research method of talking about technology extension just on itself. Firstly, the domestic and foreign relevant theories were reviewed, the experience and enlightenment of agricultural technology extension to us were analyzed. Secondly, based on the demand and supply body of agricultural technology extension, the technology needs of farmers and enterprises, the requirement and application characteristics of agricultural technology, the problems in agricultural scientific research system, government and non-government agricultural technology extension organizations, and the historical evolution of agricultural technology extension in Jiangxi were analyzed. In terms of the organization establishment, the basic situation of Jiangxi agricultural extension system construction was analyzed from the personnel, management system and capital source, and the problems in system and mechanism of agricutural extension system, the structure of personnel, the fund investment, mode of distribution, basic implementing and service means were found. Finally, the new agricultural technology extension system in Jiangxi was constructed. Base upon the grain safty, quality and quantity safty of agricultural products, and requirement of ecological safety to agricultural technology, and with the industrial development of the technical requirements as the main line, centering on the leading industry to build technology extension system, and guided by the modern agricultural industry technical support system construction, the new agricultural technology extension organization and extension model were put forwarded in this paper. The guiding ideology, general target, basic principle, general framework and organization model of the new extension system were analyzed. The new agricultural technology extension system was to increase the agriculture technological investment from its public welfare location. We need to accelerate the construction of Jiangxi modern agricultural industry technology system as Jiangxi academy of agricultural scicence be the main body. The security measures of the new agricultural technology extension system were definite from strengthening the innovation technology supply, establishing the incentive mechanism, increasing the farmers technology acceptance rate, etc.
