An Study On The Eco-compensation Mechanism Of The Main Functional Which In Poyang Lake Eco-economic District

In recent years, the sustainable development of the coordination between regional economic society and ecological environment has met increasing constraints. To explore more reasonable and consummate ecological compensation mechanism gradually becomes the focus of attention for people from all walks of life. Lake basins, as an important component of the ecosystem, plays a role concerning a variety of ecological services. Consequently, the issue on ecological compensation of lake basins is one of the most concerned aspects of ecological compensation. The main function zoning is a new-development strategy mode, conducted for achieving harmonious development between man and nature, as well as regional coordinated development, so as to promote the overall sustainable development, which has provided an important avenue for think of building systematic and consummate ecological compensation mechanism of lake basins. On this basis, the study of effective ecological compensation mechanism for the Poyang Lake Ecological Economic Zone plays a vital role for the ecological compensation work of Poyang Lake basin of Jiangxi, and even for that of the whole country.This dissertation concludes previous theories and practices of ecological compensation, as well as studies on ecological compensation mechanism on the main function zoning. It combines first with the basic situation of the Poyang Lake Ecological Economic Zone:location and geographical features, profiles of the natural environment and socio-economic profiles. Based on several indicators, like the carrying capacity of resources and the environment of Poyang Lake Ecological Economic Zone, the existing density of development and future development potential, the article conducts the main function zoning for the Poyang Lake ecological Economic Zone. Then it analyzes the ecological compensation status quo of Poyang Lake Ecological Economic Zone, by factors in the main functional areas from perspectives of ecology, property rights, economics and pubic school so as to discuss problems need to resolve; It also includes analysis on aspects of the objectives and principles, basic elements, practical mechanisms and protection mechanism of the main functional areas of ecological compensation from the Poyang Lake Ecological Economic Zone, so as to help build the ecological compensation mechanism in the main functional areas of Poyang Lake Ecological Economic Zone. To study on separate compensation mechanism of different functional areas on the basis of the main functional divisions is a new research ideas which will definitely build a more rational and ecological compensation mechanism for the Poyang Lake Ecological Economic Zone, and will surely promote the development of the main functional areas of Poyang Lake Ecological Economic Zone, even the whole Jiangxi Province. The research contents and mian conclusion of this dissertation includes:(1) On the basis of following the National main function zoning.In-depth understanding the basic situation and characteristic of Poyang lake ecological economic zone, and comprehensively analyzing the factors, such as social economic and ecological environment, of each unit under the jurisdiction of the Poyang Lake Ecological Economic Zone, the Poyang Lake Ecological Economic Zone will be mainly divided into four main functional regions, which are Optimization development zone, key development zone, restrict development zone, prohibited development zone. On analyzing the realistic situation of ecological compensation practice of Poyang lake ecological economic zone, furthermore the problem of ecological compensation needed to solve will be discussed through empirical analysis respectively from four perspectives, such as economics, property rights, ecology and public welfare.(2)Firstly, discuss and analyze the basic elements of compensation mechanism, Goals, basic principles and main body, including compensation object, compensation mode, and compensation standards. Then, make targeted and personalized discussion of each of the main body function region ecological compensation mechanism, summarize the estimation method of ecological compensation value of different main functional areas, and give the example of compensation value of counting process.
