Based on the Endogenous Economic Growth Theory, this paper firstly introduced the spillover effects of FDI and its conductive mechanism channels on both inter-industry and intra-industry. After which, this paper test the panel data from1990-2010year of China’s manufacturing industries, especially focused on the horizontal spillovers effect through competition and the vertical spillovers effect through Intermediate inputs. To accomplish which, this paper does innovation by grouping these manufacturing industries by their own input-output structure and tests the differences of FDI spillovers effects among these groups. The result of this paper shows that the FDI spillovers effects do exist, no matter horizontal or vertical, and that varies along with the different characteristics of industries’input-output structure. Which might remind us when making policies or actions to promote the technology level of industries, we may not only introduce proper FDI in the target industry, but also related industries according to the target industry’s input-output structure.
