Study On Issues Of New Old-age Insurance System In Rural Areas

The rural endowment insurance system is an important part of our country’s whole social insurance system. It is related to the basic living of millions of Chinese aging farmers,which is also related to the durable and stable development of rural economy and sociaty.In recent years,the reform and practice of the rural social old-age insurance system have achieved preliminary results,but also encountered many problems and difficulties. It is difficult to meet the requirements of rural social reality.To establish new old-age insurance system of rural areas as soon as possible is becoming necessary and urgent.Now,our country is during the phase of pilot in establishing a new rural social old-age insurance system,which system is not fanalized,still has many aspects needing to perfected. This article is writted just under this background.The first part of the article is "the foreword",which introduces the background,the purpose and significance,literature reviews for domestic and international researches,the research difficulties.The second part,the article analyzes the necessarity and feasibility of establishing the new system.The third part,elaborates the development status of the new system.The fourth part,the author analyzes the unresloved key issues in system design and operation of the program of the new-type rural old-age insurance combinig with a pilot project’s actual implementation in local areas.The fifth part,the author uses several representative rural social old-age insurance model at home and abroad as reference,points out the inprovement direction of the new system,and also gives corresponding countermeasures to the issues,hopes to offer theoretical basis and reference for the establishment of the new old-age insurance system in rural areas.
