The performance evaluation system has already become a main method ofmanagement and evaluation for the mature market, and there have been many theoreticalstudies at home and abroad. With the development of market economy, in order to betteradapt to and meet the needs of economic development, enterprise performance evaluationsystem is also inconstant development and improvement. Since Britain first mentioned thelow-carbon economy in2003, low-carbon economy has become the main trend of theeconomic development in the new century. Along with the development of low-carboneconomy, business internal and external environment has undergone profound changes,and enterprises gradually formed new development strategies, new business objectives, andthe new management philosophy, so the performance evaluation method will change andadjust inevitably.In the new economic environment, the global advocate to the "low energy" and "lowemission","low pollution" as the philosophy of economic development, then, enterprisesshould take the initiative in all aspects of business management to instill this idea, and inthe plate of performance evaluation, enterprises also should pay attention to the evaluationof the environmental impact. This paper is based on this background, studies and analyzesthe literature on performance evaluation and low-carbon economy from domestic andforeign scholars. This paper poses the five-dimensional balanced scorecard, and it adapts tothe economic development and emphasizes on environmental responsibility. Thefive-dimensional balanced scorecard overcomes the shortcomings of the traditionalfinancial-based performance evaluation system, not only it considers the financialdimension, but also attaches great importance to the role of non-financial dimensions; Thefive-dimensional balanced scorecard also makes up for the traditional balance scorecard,with the face of the inability of low-carbon economy. Five-dimensional balanced scorecard contains financial, customer, internal business processes and learning and growth, inaddition to the dimension of environmental responsibility, and the original four dimensionshas made a corresponding improvement. In the new low-carbon economy, thefive-dimensional balanced scorecard will be more comprehensive, effective and reasonableto measure the true performance of the enterprise.This paper not only combines the theoretical analysis and case studies, but alsocombines quantitative analysis and qualitative analysis. First, this paper discusses the studybackground and study significance, and introduces the home and abroad related research,puts forward this study content and research methods; Second, this paper states thebalanced scorecard theories and low-carbon economy theories; then, this paper analyzesthe impact of low-carbon economy development to enterprises and enterprise performanceevaluation; Finally, this paper elaborates the construction principle of the balancedscorecard of five-dimensional under the low-carbon background, and introduce a case ofimplementation process of five-dimensional balanced scorecard.
