In rencent years,with the development of economic globalization,China’s engineeringcontracting business is bound to go international,and the competition with others willbecome increasingly fierce.In order to be able to gain a fiem foothold in the internationalconstruction market competition and continue to devel0pment and expansion,ourengineering contucting companies must continuely enhance their own competitiveness,andstrengthen risk management of the project.At present,a more adcanced approach ofimproving the corporate’s healthy、safety and environmental management and reducingbusiness risk,is the application of the oil companies’s HSE(health,safetyevironmentai)management system.Firstly,this paper introduces the theories of internationgai project contracting projectmanagement of HSE risk management. On this basis,classifies the HSE risk factors whichaffects the project,and summaries the problems of the project’s risk management throughcareful study of HSE risks in the project.Then, takes the electric power constructioncompanies in Indian project for examples,and constructs the HSE risk managementindicator system.On this basis,uses theintegrated group of AHP ‘s fuzzy comprehensiveevaluation model to calculate the result of this project,and develops appropriate riskcontrol measures for deffrent risk levels.Finally,this paper proposes controlrecommendation for the problems of the HSE risk management in the internationalengineering contracting.The firet measure is to sun up the law of development of theinternational engineering contracting projects,and strengthen the awareness of riskmanagement;the second measure is to improve the HSE risk management system and theimprovement of the system,and sound HSE risk management information system; thelast measure is to strengthen dynamic management of the whole process of the project andincrease the management of international engineering subcontractors.The last one is tostrengthen the evaluation and supervision of HSE risk management.The innovation of this paper is that:(1)Against the HSE risk of internationalengineering contracting project,it establish the HSE risk index system,and identify the HSErisk factors faced by the international engineering contracting project;(2)Based on the analysis of the HSE risk factors faced by the international engineering contractingproject,it integrates the AHP Analysis,Cluster Analysis and Group Decision-MakingTechology,builds “Integrated Group of AHP Fuzzy Comprehensive Evaluation Model”.itcarry out the rating assessment and conprehensive evaluation of the HSE risk factors facedby the international engineering contracting project.The proposed of Date CollectionMethod,Risk Assessment Standard Risk Factors Classification Probability CalculationModel,will provide a systematic solution of constructing HSE risk analysis adapt to theinternational engineering contracting project.
