The performance evaluation system has been always considering to be the key system arrangement influencing governance ability and operation efficiency. The12th Five-Year Plan Outline of Economic and Social Development proposes to establish scientific and reasonable government performance evaluation index system and mechanism, and fully display its guiding and motivating role in promoting the scientific development of performance evaluation performance, which has well demonstrated the importance and urgency of government performance evaluation in our administrative system reform.As an important part of public administration, maritime authority plays a leading role in safeguarding waterborne transport safety, preventing marine pollution and promoting shipping economic development. With the prosperity of foreign trade and rapid development of domestic economy and society in China, the public are concerning more and more about waterborne transport safety with increasing demand. Therefore, in order to promote comprehensive, balanced and sustainable development of maritime affairs, it has become an important and tough job on agenda for maritime authority and relative governmental department to scientifically construct a more comprehensive, systematic and reasonable performance evaluation system of maritime management.Being emerged in1990s, the Balance Scorecard Theory, with its complete and extensive application, is deemed to be one of the most comprehensive and scientific management theories. This paper tries to introduce balance scorecard as a successful enterprise performance evaluation tool to China maritime public management in practice, based on the analysis of its feasibility as well as appropriate correction and integration. From the following four perspectives as administrative counterpart, internal management procedures, financial affairs as well as learning and development, a strategy-oriented performance evaluation framework is constructed together with its internal elements and index systems. Meanwhile, based on the actual work of maritime authority, this paper also draws up concrete progress, analyzes potential problems in the application and respective solutions, so as to provide a new theoretic basis and new thinking for the maritime management performance evaluation in china.
