A Study Of Economic Development And Rural Human Capital

Rural human capital is the key factor of the new socialist countryside construction.《CPC Central Committee decision on rural reform, development of several majorissues》（2008）: Accelerating to set up the new agricultural social service system: theconstruction of new public service organizations and cooperativing economicorganizations, leading enterprises as the backbone, and other social forces as thecombination supplement, combining public service and business services, coordinatingspecial services and comprehensive service.The paper Reviews and organizes domesticand international research on rural human capital literature in recent years,and analyzes49counties’ questionnaire data analysis in the six cities of Hebei Province.Focusing onselections of new farmers, farmers’ entrepreneurs and village officials of collegestudents,the paper describes the status of human capital in rural areas of HebeiProvince,and analyzes differences in six cities’ rural human capital.This pape rresult shows that: Rural residents in Hebei Province owe the bestrecognition of the peasant entrepreneur, but there is a deviation of awareness betweennew farmers and the village officials of college students. Awareness of such differencesreflect differences in level of economic development around the city. So farmers shouldchange their concepts,improve their own learning methods and enhance creative thinkingand innovation in the premise of strengthening the government’s service capacity.At last，it helps to reducing regional differences during the process of rural economicdevelopment. It has some practical significance to play the role of peasant in themodernization and impel Chinese new countryside construction in a high speed.
