Since the reform and opening up, with the rapid and steady development of China’ssocio-economic, the social security system covering urban and rural residents in China,China’s basic pension, basic medical care, the minimum living security system, havemade important progress, China’s old-age security reform and institution building madegreat achievements in the endowment insurance system as a whole transformation, fromthe labor insurance system through reform and conversion from whole countries arrangedfrom the “national unit is responsible for closed operation-Unit Security System to thecountry-led, shared responsibility,social running the country-the social security system”in transition. China did not simply copy foreign models, but on the basis of foreignexperience will now received the prepaid system based on social co-ordination andcompletely accumulated based on the personal accounts system, the formation of theworld’s first endowment insurance combined with system account system, this newsystem.But at this stage, the current endowment insurance system, there are still someproblems. Liaoning Province,for example, local government and relevant departmentsattach great importance to the endowment Insurance coverage expanded to multiplechannels and means of policy measures, provides support for all aspects of theendowment insurance coverage, and achieved good results. But from the point of viewof current realities, endowment insurance system in the implementation of the process,there are still many unresolved issues, such as insurance rates, enterprises pay the burdenof heavy, flexible employment, low enrollment of migrant workers enterprises notreceiving them, the insured loss.The Seventeenth Party Congress explicitly put forward to accelerate theestablishment of endowment insurance system covering both urban and rural residents,indicates that China has entered a new stage, as soon as possible at this stage must be toestablish a sound social security system, the establishment of both urban and ruralresidents, but also the progressive realization of a unified, unified national system.Through history and literature research, qualitative analysis, empirical analysis of the method of combining the endowment insurance in Liaoning Province were discussed.It divided into four parts, the first part is the basis for the relevant concepts and theories.The second part described of the Liaoning Province of the endowment insurancecoverage status now. In the third part is the reason of the problems for endowmentinsurance the basic pension in Liaoning Province.The fourth section presents policyrecommendations to improve endowment insurance system in Liaoning Province.
