Social security is a stabilizer for the development of a country or region. And social security is a symbol of the different practices of the economic growth in a country or region, of the market maturity and government intervention. Healthcare security is an important part of social security. The healthcare system of all the countries is facing thorny issues of reform and has garnered a lot of experiences. The healthcare reform is an international challenge.China has made tremendous economic progress over the past30-plus years of reform and opening. Yet the healthcare, which has much to do the life of our citizens, in particular the commercial healthcare insurance, is still underdeveloped. As the most developed mega city, Shanghai is taking the lead in terms of healthcare system.Shanghai municipal government’s release of Shanghai’s Recent Focus on Its Efforts to Deepen theHealthcare Reform (released on May14th,2011, abbreviated as New Healthcare Reform) has ushered in a new wave of healthcare reforms. Basic healthcare insurance is highly relevant to commercial healthcare insurance.What the basic healthcare covers, serves and guarantees determines the prospect of future growth potential for commercial healthcare insurance. In light of this backdrop, by covering the framework of basic healthcare system, the people insured, fundraising and safety net, the paper examines, reviews and analyzes the Shanghai basic healthcare system, its problems and the current development of commercial healthcare insuranceBy incorporating the analysis of some typical international examples of healthcare reform and its experiences (such as UK, Germany, U.S. and Singapore) into the research paper, a conclusion can be reached that there can be a compatible development of both commercial healthcare insurance and basic healthcare insurance in the context of the Shanghai New Healthcare Reform. Also, the paper proposes that commercial insurance companies can be part of the effort to develop the healthcare system via direct investment or holding shares, thus boosting the liquidity of the deposit money in personal medical insurance accounts recommending releasing insurances covering patients with rare diseases.
