The Improvement Of The Theory Of China's Food Safety Regulatory System

With the development of food industry and international food trade,the developing countries faced the problem of coordinating the relationship between the market interest and the public safety.Our country is in economic restructuring,we must study and solve the issues of food safety effectively.In recent years,catastrophic events caused by food hazard emerged in an endless stream.Taking "the waste oil event" for example,China’s food safety probelm is quite grim for many food-borne infection cases happened,which indicates the drawbacks of the food regulatory system and becomes a big threat to the development of economy and people’s health.In this circumstance,it becomes significant to strengthen the theoretical and practical research of food supervision system and implement the countermeasures of food safety.Establishing an effective food safety monitoring system is an evitable requirement to protect people’s health.As for the supervision system there are various problems in our country,including the lack of related law of food supervison,the unreasonable set of government agencies and the "regulatory vacuum"led by the division and shirk of responsibilities of the various agencies. As for these issues,we need further research and analysis and learn from the foreign countries as well.Thus,the author herein study the food safety monitoring system of our country to find out the present situation and weakpoints for the sake of establishing an more effective supervision system.The article is dividied into five parts.Firstly,the introduction of the waste oil incident,which indicates the present situation of China’s food safety. Secondly,the theoretical analysis on China’s food safety monitoring system,especially the related connotation and the theoretical basis.Thirdly,analysis of the reasons of the weakpoints of our food supervision system through the above case.Fourthly,the introduction and analysis on the food safety system of EUand U.S.A.Finally,the countermeasures to improve our mechansim based on the foreign experience and innovation,including the improvement of the legal system of food standards and inspection;the reasonable division of responsibilities of supervision agencies;the establishment of responsibility assigning mechanism and innovation of supervision mode;the establishment of early warning system,crsis management system,risk assessment mechanism and food traceability system.
