The production and business activities of petrochemical enterprise is a seamless,close-knit management cycle.Material storage management, as an important part ofthe production and operation management, connects with the procurement,production and sales of various links.Material storage work provides a stronglogistical support for whether the construction of key projects, or productionoperation optimization, inspection and maintenance operations of the unit.Furthermore, material storage management has a greater impact on the level ofproduction and operation.Jilin Petrochemical Company, as one of the largest oil refining enterprises inPetrochina, was actively exploring the means standardized management and hadestablished the management mode with its own characteristics in the past60years‘development process. However, with the rapid development of enterprises, materialmanagement is particularly affected by the spread of the financial crisis abroad, thedownward pressure on the domestic economy and other factors that proudct oil is notin place long-term, coupled with chemical market remains in the doldrums, theincreasingly high demand for safety and environmental protection, low-carboneconomy, energy conservation and taxes, which directly resulted in the furtherincrease on production and operation cost and economic decline. Materialmanagement, as key link of the cost of the Jilin Petrochemical Company, occupies alarge number of current assets, and directly impact on the implementation of low-costdevelopment strategy. At the same time, in accordance with the enhancingmanagement requirements of the SASAC and Petrochina, material management ofJilin Petrochemical Company also exposed some problems which can not be ignored.This article will study the following outstanding problems including analyzingthe status quo of Jilin Petrochemical company’s material storage, focusing on extensive management, unclear function, low inventory turnover, the irrationalmaterialstructure, scattered storeroom layout, lack of storage capacity, somestoreroomswhich aren’t up to the hazardous chemicals storage managementrequirements, poor materials management information system sharing, make use ofthese methods, such as logistics management, supply chain management, storagemanagement, survey, documentary research, quantitative analysis, qualitative analysis,summarizing experience etc., also, which combines with the enterprise managementpractice, begins with consummating the system flow, strengthening the storeroomplanning, enhancing the control level of the storeroom, promoting the informationtechnology, and finally proposed the solution of standardizingmaterial storagemanagement for Jilin Petrochemical company. The outstanding problems can beeffectively resolved by improving administrative mechanism, enhancing inventorycontrol and management, promoting inventory planning and layout, enhancing thelevel of storage operations, utilizing the storage and information technology, andpromote the level of material storage management.
