Health, Safety & Environment Management System (HSEMS) is a risk-based control and management system that, using the PDCA process, evaluates the inherent risks of an industrial operation, assesses its potential outcome, institutes preventive measures and control mechanism to eliminate accidents and protect against harm to the people, property and the environment. It is an effective management system to provide a framework for improvement in work safety, health and environmental performance for firms engaging in high risk commercial enterprise..This thesis purports to identify the risks of the Chinese petrochemical industry and compare the practices of HSEMS in China and overseas. Using SWOT, the paper analyses the pros and cons of what is being practiced locally and establishes the necessity and importance of HSEMS in the Chinese petrochemical industry.Analyzing the establishment and implementation of HSEMS in the Jilin Petrochemical Facilities Department as an example, the paper lists several problems in its HSEMS set-up and deployment: errors in judging the cause and effect of its hazards; delinkage of the PDCA process and management; and the underlying weakness of project specific safety management policy.This paper proposes a new method to ensure: the proper implementation of HSEMS, the correct way to resolve the relationship of HSEMS and the three factors of quality control and cultivate a culture of HSEMS inside the company.I) This paper sets forth the sine qua non of HSEMS in the petrochemical industry and the standard of measurement of its execution. Petrochemical industry is a technology intensive as well as high risk industry. Therefore HSEMS is extremely important for the industry. Petrochemical facilities can be characterized as high temperature, high pressure, combustible, explosive, toxic and hazardous. Every process and operation is laden with hazards and can cause major industrial accident as well as environmental disaster due to any mechanical malfunction, system breakdown, negligence or professional misconduct.Realizing that the petrochemical process is extensive, complex, highly technical, multifaceted, large supply base and long vertical production chain, control and supervision under this situation is effortful. It demands advanced equipment and advanced HSEMS to propel the development of the industry and individual firms.II) To describe how the HSEMS was established and implemented in the Jilin Petrochemical Facilities Department. The procedure is as follows:1) Determining the major hazards and conditions of the three major operations --- transportation, repository and maintenance. Accidental explosion of the stored explosive, auto accident within the storage facility, blaze caused by auto ignition, toppling of inventory inside the warehouse causing bodily harm, train accident in the course of transporting or transferring the chemicals, and chemical spillage.The procedure of setting up and carrying out HSEMS.2) Applying LEC and SWOT, the paper proposes the following measures to institute HSEMS in the transportation, repository and locomotive maintenance and inspection process.a) Create crisis management plan to control and manage hazards and its underlying causes. b) Develop a corresponding procedure to reduce each identifiable hazard and its factors.c) Implement effective supervision and inspection to ensure the safety of the production process and prevent any accidental pollution.d) Apply PDCA method to raise the professionalism and management level.III) Based on the above analyze, the paper highlights: a) the errors in judging the cause and effect of its hazards; b) delinkage of the PDCA process and management; and c) the underlying weakness of project specific safety management policy.IV) The paper proposes the following strategic thinking to resolve the inherent problems of the Jilin Petrochemical Facilities Department. First, to initiate a new management method for the proper enforcement of HSEMS, we need to have separate structure for supervision and inspection. A transparent process to handle accidents and encourage input from the base on how to manage crisis.Second, in order to have a healthy relationship between HSEMS and production, there has to be an integration of the two functions. A quality product is the sum of the manufacturing side and the HSEMS side. Therefore a professional production manager is a quintessential. That manager ought to ensure product quality through supervision by work progress, integrate work safety measures as part of the production process and employ reward/penalty policy for performance. Also, the manager should incorporate the HSEMS as part of the cost control.Lastly, we must create a culture that is steeped in the concern of health, safety and the environment. Putting people first not only bring forth an excellent corporate image, it also sets an example for everyone involved to build a modernized enterprise that continues to learn and adopt the latest technology in an ecological- friendly way. Only with such a corporate culture can a company has a harmonious work place and respect for rules and regulations.This paper uses one company as example to examine the application of HSEMS and identify problems inherent in its industrial process. I hope this paper can serve to illustrate the importance of HSEMS and lesson for other industries.
