| Training of new farmers is a prerequisite for the development of modern agriculture in China.Inrecent years, the Central Document proposed clear requirments to improve the quality of the labor forcein rural areas and train new farmers.In this paper, directing at the bottleneck problem which is restricting the training of farmers inLiaoning Province,we analysis of the farmer’s demand for technology training in the building of a newsocialist countryside by means of interviews and questionnaire of farmer traing form. We clearly realizethe main problems in the modern traing of farmers in Liaoning Province.This paper proposedapproaches and concrete measures to promote the sustained and healthy development of LiaoningProvince farmer training,by means of case study of the innovation training mode which is “youthfarmers universityâ€and “Liaoning province science and Technology missionâ€,(1) Through surveys and interviews, we analyse and gain the main problems of the farmers inLiaoning Province Technology Training. It mainly reflected in the low quality of the farmers’ cultureã€unsuitability of agricultural technologyã€disjointed training relationship between supply and demand,unsound farmers training system, imperfect complementary measuresã€insufficient government capitalinvestment, lack of technology training faculty and shortage of training successor.Through collecting interviews and a questionnaire issued by Liaoning Province, we analyse thefarmers’demand for technology training in the context of a new socialist countrysideconstruction.Farmers expect the government to play a key role in the training of farmers and eager toimprove their skills and increase revenue through technology training. They hope that main face-to-faceand short-term training which is closed to farmers’ production and operation.(2) Through the empirical analysis,We compare two kinds of innovation mode of Liaoningprovince "youth farmer University " and " Liaoning province science and technologymission".Thereinto the Shenyang youth farmer university project, they go through close cooperationbetween local government and agricultural colleges, explored a new mode of government payingmoney,school,execting and farmer benefiting. According to the agricultural characteristics ofindustrial development planning and farmers’ cultural level,Liaoning Provincial Science and Technologymission action set the creation of a farmer training mode which is on-site training,short-termtraining,six-month training, Senior Seminar gradual. It will train the new agricultural practical andtechnical talents and senior management talents.They will play a leading role in agricultural production.(3) We put forward some policy proposal that is to support regulations for the training of farmers inthe province as soon as possible,further improve incentives and institutional related the the modernfarmer training,continue to promote the cultivation of professional faculty, accelerate the farmers toenhance the quality farmers, increase the government finances investing mainly diversified funding topromote agricultural research and technology transfer and strengthen farmer training system. |
