Since the central government began to make important decisions to adjust themanagement system of the national defense industry in1999, Chinese militaryindustrial enterprises have generally completed the difficulty-relief reform and thestructure adjustment tasks of their military capacity. Although their strength hasbeen further improved, Chinese military industrial enterprises still have manyproblems, such as market is not open enough,corporate culture is outdated, systemand mechanism are not alive, lacking vitality and so on. At the same time, within thenational policy of open, private enterprise will come into the military industry,which will give military enterprises many new challenges. As a state-ownedenterprise which is combined by traditional military enterprises, Hunan OrdnanceIndustrice Group Corporation Company Limited must draw up a feasibledevelopment strategy to meet the new challenges and to solve the difficulties ofitself.The development strategy can also be a better guide to further reform of thecorporation in future.Based on the theory and research results of strategic management, using HunanOrdnance Industrice Group Corporation development strategy as the research object,the essay wants to design a practical and feasible development strategy for the GroupCorporation to achieve development and expansion, and also provides the referenceto corporation of the same type. At first, the essay used PEST analysis and Potterfive competitive forces model to analyze the macro environment and industry statusthese external environment of the Hunan Ordnance Industrice Group Corporation.Then the essay analyzed five internal resources of the Group Corporation, such asorganization situation, product status, human resources, financial status andenterprise culture. On the basis of those two analyses, the essay applied the SWOTanalysis to make clear the strength, weakness, opportunity and threat of the GroupCorporation. After positioning the development strategy, the essay made strategicchoices for the military goods which are crucial to the corporation. Comparably theessay also used Boston matrix analysis to give the relevant strategiccountermeasures to the civilian consumer goods. Beside this, the essay designed thebusiness layer strategy to the military goods and the civilian consumer goods.Finally, this essay put forward the strategic implementation path and safeguards measures to guarantee the implementation of the strategy.
