Since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China,China’s military-to-civilian transition arose.Because the pattern of the world was changing and the national defense construction will be in a peaceful period for a long time,China has put forward a national development strategy which view the economic development as the core to reduce defense expenditure,reallocating defense resources,and turning the focus to national economic services.Implementing military-to-civilian strategy has injected new vitality to China’s national defense industry,and has also made significant contributions to the development of economy.After the restructuring on the National Academy of Military Sciences,the Center for Civil-Military Integration of the Academy of Military Sciences(then non-editorial)was formally completed in this reform,and civil-military integration has risen to national strategy.While our civil-military integration has made remarkable achievements,it is undeniable that there is a common problem in the process of transformation of military engineering research institutes: how to deal with the relationship between planning and market in the scientific and technological civil-military integration.From the national,for promoting civil-military integration,the key point is to solve the relationship among expansion,market and scientific research.For the means of promoting civil-military integration,it is the relationship between planning and market,that is,the relationship between national security and economic development.The key point lie in: 1.the relationship between centralization and decentralization(expansion).2.The relationship between demand and supply(market).3.The relationship between stock and increment(scientific research).Based on the transformation model of scientific and technological achievements in the 725 th Research Institute of China Shipbuilding Heavy Industry Group Corporation,this paper extracts eight main successful factors.Using Interpretative Structural Modeling(ISM)method to construct its interpretation structure model,find out the most fundamental factors,which are the most critical factors affecting the transformation of scientific and technological achievements in military research institutes.Then through Matriced’s Impacts Croises-Multiplication Appliqnce a un Classement(MICMAC)analysis method,we can classify and construct the eight extracted factors,find out the little dependence and strong driving factors and combine this method with ISM to analyze,to further classify the five hierarchical factors into three stages is convenient for gradual advancement in the process of practice.I hope to provide some reference for the transformation mode of scientific and technological achievements in military engineering research institutes and all R&D institutions in China. |
