In recent years, the level of technology and innovation capability is increasingly becoming ourstrategic initiatives to enhance the overall national strength. The Party’s "Eighteen" and national"12th Five-Year Development Plan", will enhance technology innovation to a new height.Communication industry is known as a technology-intensive industry. The technical capability ofindependent innovation not only reflects the level of technology and service capabilities in thecommunications industry, but also affects the level of sustained and healthy development of thecommunications industry. Since telecommunications restructured in2008, the communicationsindustry’s three telecom operators have been gradually developed from operating their own fixedtelephone services, mobile telephone services and broadband services to the whole business. Arisingfrom this restruction, both market competition and service upgrades of services product contributeto technological independent innovation.Therefore, exploring the dynamic factors affectingtechnology independent innovation of China’s communications industry, and to evaluate the actionlevels of dynamic factors will offer government authorities and operators technology independentinnovation strategies and theoretical guidance.In this thesis, based on the current situation of the domestic telecommunications industrytechnology innovation and from the concepts and theories of technology innovation, we analysizethe macro and micro factors of the communications industry and their effect level, which includegovernment factors, financial factors of the communications industry, research capabilities of thecommunications industry itself, their own ability of technology innovation, process managementand technology innovation output.On the basis of building dynamic factors measure system,we usefuzzy analytic hierarchy method to evaluate the effect level of the innovative dynamic factors.Finally, according to the evaluation results of the building telecommunications technologyindependent innovation dynamic factors measure system and each factor’s effect level, the thesisoffers the proposals and gives the communications industry recommadations from three aspects:high-intensity, medium-intensity, low intensity, which is of great use to the communicationsindustry recommadations in a large extent.
