Study On Overall Evaluation And Application Of Area High-tech Service Industry

The development level of service industry has become an important indicator for measuring the economic development state and people living level in a country or an area. High-tech service industry is a novel industry morphology resulting from intercrossing and interpenetration of high-tech industry and modern service industry under high speed development of social economy. The high-tech service industry is in a rapid development under the close attention of the country and each provincial government. By the aid of construction of the evaluation index system for high-tech service industry, each provincial government can make overall evaluation for the high-tech service industry and supply macro guidance; each enterprise could update the concept and enhance the consciousness of high-tech service industry; and enterprises can perform horizontal comparisons with each other, make use of its own advantages, and elevate the competitive power.The specification researches the evaluation index system of high-tech service industry, based on the economics, management science, statistics, operational research, optimization theory, and the like. The specification mainly follows the train of thoughts as below:firstly introduce the definition and classification of the high-tech service industry, afterwards, review and compare the development state of the high-tech service industry at home and abroad, then, design the evaluation index system of high-tech service industry, analyze the data indices by the combination weighting method, finally make overall evaluation by the TOPSIS method, and study the high-tech service industry in Jiangsu province with the use of this method.The contribution of the paper is illustrated as below:(1) Design the overall evaluation index system of high-tech service industry, which includes three2-level indices (i.e. innovation, social contribution force, and service force) and ten3-level indices.(2) Perform preliminary screening by using the rank-sum ratio protocol, optimize a combination weighting model, finally make overall evaluation, and take the study in Jiangsu province with the use of this method.
