With the development of social economy, the competition between enterpriseshas turned to the competition for talents,which is a major resource in enterprise,andhas been attached to more and more importance. As the main channel of providingnew human resource for the organization,recruitment is not only a means of achievinghuman resource integrating and replacement,but also a weapon to make longtermsurvival and achieve strategic goals. However, at present many organizations are stillrecruiting in a low-efficiency way.First, this article makes a definition for small and medium-sized enterprises,human resource recruitment and recruitment validity. Based on the previous study, thearticle sums the main factors that affect the effectiveness of the recruitment. All thefactors are divided into three levels: society, business and candidates. At the sametime, the writer build the indicators for measuring the effectiveness of the recruitment.By using of the empirical methods,the research find out the impact and extent of theeffectiveness of various factors on the corporate recruitment. In Beijing, Tianjin,Shanghai and other cities, the author selected the137management consulting firm toconduct a survey on the effectiveness of staff recruitment, a total of137questionnaires were issued, finally88valid questionnaires left.The empirical results indicate that the measurement index system has goodreliability and validity.For the enterprises, the experience of the recruitment-staff, thescientific recruitment planning, the effective recruitment channels as vell as theeffective methods of assessment will have a positive impact on recruitment. Thearticle also constructed a system to test the effectiveness of the recruitment. Take thecompany A as an example, it verifies the accuracy of the influence factors and theeffectiveness of the system.Innovation of this paper comes from two aspects, one hand, the existing researchresults about the validity of recruitment most focus on training, performance,but thispaper pays all attention to the recruitment. On the other hand, the paper is concernedabout the management consulting industry, small and medium enterprises in thisparticular study, which makes this study different from other research, more specific and practical.
