Study On Government Functions In Rural Surplus Labor Force Migration In Jiaxiang County

As the largest developing country in the world,China owns the world’s most populous and the large number of population and scarce land resources,which are China’s primary fact.Along with the 40-year high-speed development,the it has gained big success in social economy,however,a great number of surplus rural labour are swarming to the urban and transferring from the primary industry to the secondary industry or the service sector.At present there are almost 700 million people who live in the countryside and the sum of people who are suffering from invisible unemployment in rural area is up to 200 billion.Labor surplus in agriculture,low rate of production and living standard of farmers and increasing income disparity between urban and countryside increase the instability of rural area.Surplus labor transfer in countryside and change of urban resident from rural area are vital to China’s long-term social stability.After a research,we found most of the migrant workers who have no planning in their profession,low competitive power and enjoying little social security are working on building,manufacturing,logistic industries,which are low-skill and stay in a bad working environment.Under the call of China’s destocking,along with the low growth rate and excess production capacity in housing,many migrant workers were laid-off and some workers got back to their homeland for growing old in 2015,which are reasonable and affected China’s stable and high-speed development.This paper firstly analyzed the importance of the labor transferring from the rural area to the city to China’s social development via the theory of government function,theory of the development in HR,theory of market economy and so on.It also analyzed the importance of government’s role on the labor transferring.The transferring has the characteristics of public goods and positive externalities.It needs government’s help via macro-control and the self-regulation of labor force will affect the stability of the society.The paper used the Jiaxiang County as the example which is a traditionally powerful county in agricultural and population.Jiaxiang’s government is full featured and plays a very important role on the labor transferring.The paper also introduced the status in the transferring such as low employment rate,no planing in occupation,wages and social security,and pointed out the disadvantages of Jiaxiang’s government in administration,economy and public service.It re-rained Japan and Korea’s success in labor transferring and took the example of Wenzhou City,referred to the importance of government role on economic development when in labor transferring.Based on Jiaxiang’s administration function,economical function and function of social service,the paper put forward to evaluate officer’s performance via the employment of migrant workers,reform household registration system,accelerate the land transfer,focus on the development of labor intensive industries and industrialization of agriculture,strengthen skillful training toward migrant workers and build a employment information platform for surplus labor force so as to help the government to solve labor transferring.
